StarMetro Transit Signal Priority

Project Description: This project would upgrade StarMetro buses to allow Opticom–style transit signal priority (TSP).

Project Functional Requirements (Element - Functional Object):

• City of Tallahassee Field Equipment - Roadway Signal Control
• 01: The field element shall control traffic signals under center control.
• 10: The field element shall receive request for transit vehicle signal priority.


• City of Tallahassee STMC - TMC Signal Control
• 01: The center shall remotely control traffic signal controllers.
• 10: The center shall adjust signal timing in respond to a signal prioritization, signal preemption, pedestrian call, multi-modal crossing activation, or other requests for right-of-way.


• County and Local Field Equipment - Roadway Signal Control
• 01: The field element shall control traffic signals under center control.
• 10: The field element shall receive request for transit vehicle signal priority.


• StarMetro Transit Vehicles - Transit Vehicle Signal Priority
• 02: The transit vehicle shall send priority requests to traffic signal controllers at intersections, pedestrian crossings, and multimodal crossings on the roads (surface streets) and freeway (ramp controls) network that enable a transit vehicle schedule deviation to be corrected.

Roles and Responsibilities

• StarMetro
• Obtain traffic signal priority from the City of Tallahassee, the FDOT District 3 RTMCs, and county and city traffic systems using respective roadside field equipment for all fixed-route transit vehicles.


• City of Tallahassee
• Operate traffic signal systems, including CCTVs, signals, and sensors, for the City of Tallahassee. Utilize signal systems owned by county and local agencies, as well as FDOT District 3.
• Provide transit signal priority for StarMetro transit vehicles using roadside devices.


• County and City Traffic Engineering
• Operate traffic signal systems, including CCTVs, signals, and sensors, on county or local roadways.


• FDOT D3/City of Tallahassee
• Operate traffic signal systems in the City of Tallhassee and Leon County.
