The FDOT D1 ITS element inventory is made up of the transportation and communications centers, the field equipment, the vehicles, and the traveler systems in FDOT D1. Entities represent the library of ITS types from which specific stakeholder ITS elements can be assigned to inherit characteristics. The following table sorts the FDOT D1 stakeholder ITS element inventory by generic National ITS Architecture entity. This sorts FDOT D1 ITS elements that perform similar functions together, so that stakeholder ITS elements of a particular or similar type can be easily identified.

SunGuide Data ArchivingThe Regional Integrated Transportation Information System (RITIS) is an automated data sharing, dissemination and archiving system that includes many performance measure, dashboard, and visual analytics tools that help agencies gain situational awareness.

Emergency Management
911 Emergency Call CentersRepresents the various county and local call taker systems that handle 911 calls. This includes the FHP, county sheriffs, and many local police call taker systems. It also includes E911 systems.
Cape Coral Minibus Service DispatchThe dispatch function for the Cape Coral Minibus Service, providing paratransit operations in Cape Coral.
Charlotte County Transit (Dial-a-Ride)The dispatch function for Charlotte County Transit's Dial-a-Ride service, providing paratransit services to the county.
Charlotte County/Punta Gorda Advanced Traffic Management SystemThe Charlotte County/Punta Gorda ATMS is the primary control center for both Charlotte County and the city of Punta Gorda. The ATMS control signals, cameras, and traffic detectors in the region.
Collier Area Transit Administration, Operations and Maintenance FacilityThe transit operations center provides fixed route and paratransit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property. This includes the use of dynamic message boards.
Collier Area Transit DispatchThe dispatch function for Collier Area Transit providing fixed route transit operations in Collier County.
County EOCs/Warning PointsGeneric element representing county emergency operation centers (EOCs). The county EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around the county. It is the lead organization in coordinating disaster response from a municipal level to state and federal. Recovery planning and financial assistance from the State of Florida and FEMA are established through the EOC.
County Fire EMS/Rescue DispatchGeneric element representing county fire and rescue dispatch centers. In some counties, this may include dispatching volunteer departments and EMS. The dispatch center provides call taking, communications, and dispatch functions. Note that there are multiple fire districts in some counties. In these cases, there is an overall county-wide dispatch operation that dispatches ambulances and other assets and independent dispatch operations for each of the other districts in the county.
County Sheriff DispatchGeneric element representing the county sheriff dispatch center. The dispatch center provides call taking, communications, and dispatch functions.
FDLE HeadquartersRepresents the Florida Department of Law Enforcement Office in Tallahassee that originates Amber Alerts.
FDOT District 1 Emergency Operations CenterRepresents the District Emergency Operation Center which is staffed only during emergencies by representatives of all allied responding agencies. Each FDOT district maintains its own Emergency Operations Center which is activated for major incidents that affect the district.
FDOT District 5 RTMCThe regional traffic management center that manages major roadways for Florida DOT in District 5 and interstates around Florida that are not monitored by other systems. This staffed center provides key traffic monitoring and motorist information systems for roadways (and bridges) in District 5 and around the state. It provides incident management for both planned (e.g. major sporting events) and unplanned incidents (e.g. major weather events)
FDOT District 7 Tampa Bay SunGuide CenterThe District 7 RTMC provides regional traffic management for interstates, expressways, and other limited access facilities in the District 7 region. It also provides a central data collection and repository function (the "Regional Planning Subsystem") for the district 7 region. Co-located with FDOT D7, FDOT EOC, and FHP Dispatch.
FDOT I-75 Satellite CenterThe FDOT I-75 Satellite center monitors CCTV, HAR, RWIS and DMS in Manatee and Sarasota counties along I-75. The I-75 Satellite Center is co-located with the Manatee-Sarasota Regional TMC. Note that servers for the I-75 Satellite Center are located at the FDOT SWIFT Center in Fort Myers, which also takes over operations in Manatee and Sarasota Counties on nights and weekends.
FDOT SWIFT CenterThe Southwest Inter-agency Facilities for Transportation (SWIFT) Center, located in Fort Myers, is FDOT's primary TMC in District 1. The SWIFT Center controls CCTV, DMS, HAR and RWIS in District 1, primarily along I-75. In addition, the SWIFT Center serves as a backup for the I-75 Satellite Center in Manatee County and operates the I-75 Satellite Center systems on nights and weekends.
FHP Regional DispatchRepresents the regional dispatch centers for the Florida Highway Patrol. The dispatch centers provide call taking, communications, and dispatch functions.
Lakeland Citrus Connection Transit DispatchThe Citrus Connection offers fixed route and paratransit transportation services within the Lakeland Area Mass Transit District.
Lee County-Wide Advanced Traffic Management SystemLee County maintains the signals, and operates them out of the Lee County ATMS. Cities do most of the engineering for the traffic signals, although Lee County assists with the engineering to a degree. Those cities are Cape Coral, Ft. Meyers, Bonita Springs, Ft. Meyers Beach.
LeeTran Paratransit DispatchThe dispatch function for LeeTran paratransit fleet and a scheduling software package.
LeeTran Transit Operations CenterThe transit operations center provides fixed route transit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property.
Local EOCsGeneric element representing municipal and local emergency operation centers (EOCs). The Local EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around a metropolitan area. It is the lead organization in coordinating disaster response from a municipal level to state and federal.
Local Fire/EMS DispatchGeneric element representing the local and municipal Fire Rescue and EMS dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Local Police DispatchGeneric element representing the local and municipal police dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Manatee County MCAT DispatchProvides fixed route service in Manatee County.
Other Public Safety Communications and Dispatch CentersThis element represents the connection to other state (FHP and FDLE), County (Sheriff and Fire Rescue), and Local (municipal police and fire departments) law enforcement, fire, and EMS call taker and dispatch centers. It may include campus law enforcement providers, volunteer fire/rescue departments, federal law enforcement agencies, federal homeland security agencies, and other centers established for major incidents. This element is used in the architecture to show a consistent interface for the exchange of data between public safety systems that supports incident notification, hand-offs, resource coordination, and incident response coordination. Communication between these centers uses a mesh topology - any emergency management center can communicate directly with any other emergency management center. Note that this element also represents interfaces to emergency management centers in adjacent jurisdictions that also coordinate during major incidents.
Polk County Transit SystemRepresents the dispatch function for Polk County Transit.
Private Sector Mayday/Concierge Service CenterPrivate sector services, such as GM OnStar, that provide emergency Mayday and a variety of other traveler convenience services to their clients.
Private/Public Ambulance DispatchDispatch center for private/public ambulance service. Currently operating out of the county dispatch centers.
Sarasota County SCAT DispatchAdministers the transportation disadvantaged system as well as fixed route system.
School District Transportation DispatchRepresents the dispatch systems that manage school bus fleets. General ITS capabilities are included here, omitting fare management capabilities, but with increased emphasis on vehicle location and status tracking, associated security and safety systems, and the positive identification of students on the buses.

Florida Highway Patrol VehiclesRepresents the ITS-devices (i.e., mobile data terminals) onboard the vehicles that are owned by the state and operated by the Florida Highway Patrol.

CHEMTRECCHEMTREC (Chemical Transportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials.
Private Fleet Vehicle Dispatch SystemsCharter bus fleets, major truck fleet operators, taxi services, limo services, etc. that operate in Florida. Note that the dispatch may actually be outside the state.
Information Service Provider
County and City Public Information SystemGeneric element representing the public information office systems that are operated by county and local governments. They provide information on road closures and other important traveler information in the region.

Florida 511The system that provides near real-time advanced traveler information in the State of Florida. The system may include video images, travel time information, construction information, and subscription services.
Local Agency Traveler Information SystemGeneric element representing the traveler information systems that are operated by local governments and agencies. They provide real-time and planned traveler information in the region through a variety of methods, including web sites, interactive telephone systems, pagers, etc.
Local Agency Web SitesRepresents a variety of existing and potential transportation-related web pages that are sponsored and maintained by local traffic, transit, and other transportation-related agencies. Many of these local agencies either have, or are planning to develop, web pages that present traffic and transit information to the traveling public.
Manatee County Traveler Information WebsiteThe Manatee County Traveler Information Website would provide traveler information, including travel times, to travelers in Manatee County. This website would be developed as part of Phase 3 of the Manatee County TMC.

Maintenance and Construction Management
County and City Public Information SystemGeneric element representing the public information office systems that are operated by county and local governments. They provide information on road closures and other important traveler information in the region.

FDOT Asset Management CompanyPrivate Maintenance contractor that supports FDOT for the maintenance of interstate 75.
FDOT District 1 Operations Centers and Maintenance YardsOperations centers are located in Bartow, Sarasota, and Ft. Myers. The Construction and Maintenance systems provide construction and maintenance of interstate highways and state roads within the southwestern and south central portion of Florida. The construction and maintenance yards are located throughout the district.

FDOT CV Parking Management SystemRepresents the Commercial Vehicle (CV) Parking Management System for the State of Florida. This system determines parking availability at CV parking facilities and communicates this information downstream to commercial vehicle operators.
Offstreet Parking SystemA generic element representing parking garages.
Private/Public Parking Facility OperatorsRepresents major parking facilities in downtown areas, resort areas, airports, and other major travel destinations and transportation hubs. May also include park-and-ride facilities.
Southwest Florida International AirportThere are commercial general aviation airports located in FDOT District 1. The largest facility in the region is Southwest Florida International Airport in Lee County. This system may accept parking payment using the LeeWay pass in the future.

E-Pass Service CenterThe Customer Service Centers that distribute E-Pass tags and provide the back room functions.
Florida Statewide Tolling Customer Service CenterThis future element represents a centralized, state-managed customer service center for tolling. Tolling information would be sent from individual toll plazas to this customer service center.
LeeWay Customer Service CenterThe customer service center for the LeeWay toll system.
LeeWay Toll System AdministrationThis element represents the administration function of the LeeWay Toll System.
SunPass Customer Service CenterCustomer Service Centers (CSCs) for the SunPass electronic toll system, providing administrative back office and customer support functions for the electronic toll system.

Remote Traveler Support
Collier Area Transit KiosksCollier Area Transit plans to have kiosks to provide individuals with traveler information. Transit kiosks will provide information to transit customers, support electronic fare payment, enhance security at transit stops.
Collier Area Transit Stops/Stations EquipmentThis element includes places where travelers catch the bus and need schedule, transit service, and real time arrival information to support their travel choices.
Collier County Government Center Intermodal Transfer StationThe transit center provides fixed route service countywide. The center provides customer information and transfer activities for the transit property. This includes the use of dynamic message boards.
LeeTran Transit Transfer Centers EquipmentTransit Centers are located in Cape Coral and Fort Myers and provide secure facilities for transferring of passengers. The Fort Myers facility is located at Edison Mall and has camera facilities and wifi.
Rest Areas/Visitor Centers/Service PlazasRest areas and visitor centers with varied amenities owned, operated or managed by FDOT. Tourist information, emergency evacuation information, and general traffic information could be provided in the future.
Transit Facility Security Monitoring SystemThe surveillance systems and emergency notification systems that can be used to improve security in transit terminals and other public areas.
Transit KiosksA generic element representative of all kiosks that provide individuals with traveler information. Transit kiosks provide transit information to transit customers, support electronic fare payment, and enhance security at transit stops. In the statewide architecture, the emphasis is on the interface to the electronic payment card, which is a statewide interface.
Transit Stops/Stations EquipmentThe places where travelers "catch the bus" and need schedule, transit service, and real-time arrival information to support their travel choices.

Charlotte County Field EquipmentRepresents the ITS field equipment operated by the Charlotte County, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Bradenton Traffic Control EquipmentRepresents the ITS field equipment operated by the City of Bradenton, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Fort Myers Field EquipmentRepresents the ITS field equipment owned by the City of Ft Myers, including traffic signals, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Lakeland Field EquipmentRepresents the ITS field equipment operated by the City of Lakeland, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Marco Island Traffic Control EquipmentThe City of Marco Island will operate a Distributed Master Computerized Traffic Signal Control System. This element represents the roadside equipment that manages traffic in Marco Island.
City of Naples Traffic Control EquipmentRepresents the ITS field equipment operated by the City of Naples, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Northport Traffic Control EquipmentRepresents the ITS field equipment operated by the City of Northport.
City of Palmetto Traffic Control EquipmentRepresents the ITS field equipment operated by the City of Palmetto.
City of Sarasota Traffic Control EquipmentRepresents the ITS field equipment operated by the City of Sarasota, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Venice Traffic Control EquipmentRepresents the ITS field equipment operated by the City of Venice, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Winter Haven Traffic Control EquipmentRepresents the ITS field equipment operated by Winter Haven Traffic Engineering Division that monitors and controls traffic.
Collier County Field EquipmentRepresents the ITS field equipment operated by Collier County, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, portable message boards, etc., to control and monitor traffic.
County and Local Field EquipmentGeneric element representing smaller county and local ITS roadside field equipment not specifically enumerated in other inventory elements. This suggests that these traffic signal systems that are widely scattered through the district should be integrated in a consistent fashion, when circumstances require. ITS field equipment may include traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
FDOT District 1 Field EquipmentRepresents the ITS field equipment operated by FDOT District 1. Existing equipment includes Highway Advisory Radios.

Highlands County Traffic Control EquipmentHighlands County operates a distributed master, closed loop traffic signal control system. This element represents the roadside controllers and signal control equipment.
Lee County and Cities Field EquipmentRepresents the ITS field equipment operated by Lee County PWD. This currently includes traffic control equipment installed in Lee County and cities within Lee County. In the future, this equipment will grow to include Dynamic Message Signs, probe surveillance equipment, and a variety of other ITS traffic detection, monitoring, and information dissemination systems.
Manatee County Field EquipmentRepresents the ITS field equipment operated by Manatee County PWD. This includes traffic signal control equipment, dynamic message signs (e.g., signs identified as part of the planned barrier island warning system as well as other signs used for incident management and congestion warning), and other traffic management equipment deployed in Manatee County and cities (e.g., Palmetto) within the county.
Polk County Traffic Control EquipmentRepresents the ITS field equipment operated by Polk County, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
Private Field EquipmentRepresents field equipment deployed by private 3rd party data providers, such as Bluetooth readers to provide travel times.

FDOT District 1 Infrastructure Monitoring EquipmentInfrastructure monitoring equipment including IR, cameras and motion detectors. These sensors and detectors are operated by FDOT District 1 to monitor and protect FDOT infrastructure and facilities, and not for traffic monitoring.
Lee County and Cities Field EquipmentRepresents the ITS field equipment operated by Lee County PWD. This currently includes traffic control equipment installed in Lee County and cities within Lee County. FDOT District 5 RTMCThe regional traffic management center that manages major roadways for Florida DOT in District 5 and interstates around Florida that are not monitored by other systems. This staffed center provides key traffic monitoring and motorist information systems for roadways (and bridges) in District 5 and around the state. It provides incident management for both planned (e.g. major sporting events) and unplanned incidents (e.g. major weather events)
FDOT District 7 Tampa Bay SunGuide CenterThe District 7 RTMC provides regional traffic management for interstates, expressways, and other limited access facilities in the District 7 region. It also provides a central data collection and repository function (the "Regional Planning Subsystem") for the district 7 region. Co-located with FDOT D7, FDOT EOC, and FHP Dispatch.
FDOT I-75 Satellite CenterThe FDOT I-75 Satellite center monitors CCTV, HAR, RWIS and DMS in Manatee and Sarasota counties along I-75. The I-75 Satellite Center is co-located with the Manatee-Sarasota Regional TMC. Note that servers for the I-75 Satellite Center are located at the FDOT SWIFT Center in Fort Myers, which also takes over operations in Manatee and Sarasota Counties on nights and weekends.
FDOT Statewide ITS WAN/C2C InfrastructureRepresents the center-to-center (C2C) infrastructure, via the Statewide ITS Wide Area Network (WAN) that connects the Regional Transportation Management Centers (RTMC) and Transportation Management Centers (TMC) operated by FDOT in the State of Florida.
FDOT SWIFT CenterThe Southwest Inter-agency Facilities for Transportation (SWIFT) Center, located in Fort Myers, is FDOT's primary TMC in District 1. The SWIFT Center controls CCTV, DMS, HAR and RWIS in District 1, primarily along I-75. In addition, the SWIFT Center serves as a backup for the I-75 Satellite Center in Manatee County and operates the I-75 Satellite Center systems on nights and weekends.

Manatee-Sarasota Regional Traffic Management CenterThis Regional TMC operates systems in Manatee County, Sarasota County, City of Sarasota, City of Bradenton, and City of Palmetto. The center monitors 59 CCTV, 60 VDS, and over 200 signals in Manatee County. In Sarasota County, operators monitor 88 CCTV, 27 Bluetooth travel time devices, and 150 signals. Regional agreements were reached in 2005 for the creation of the center, and operational agreements have been developed. The center is staffed by Manatee County Staff, but is jointly operated by the agencies.
