The FDOT D4 and D6 ITS element inventory is made up of the transportation and communications centers, the field equipment, the vehicles, and the traveler systems in FDOT D4 and D6. Entities represent the library of ITS types from which specific stakeholder ITS elements can be assigned to inherit characteristics. The following table sorts the FDOT D4 and D6 stakeholder ITS element inventory by generic National ITS Architecture entity. This sorts FDOT D4 and D6 ITS elements that perform similar functions together, so that stakeholder ITS elements of a particular or similar type can be easily identified.

Commercial Vehicle Check
FDOT Scales and Inspection Facilities (Incl. ASPEN)Includes static scales and weigh-in-motion facilities that are or will be equipped with ITS electronic clearance and safety inspection equipment. These facilities also provide a haven for rest for commercial vehicle drivers. Florida motor carrier inspectors at the roadside use the Aspen system. Driver / Vehicle safety Inspection software improves the entire inspection process by providing roadside access to various safety performance information including, the last recent inspection results, the driver's CDL status and the safety performance and past safety problems of the carrier. ASPEN can be seen as an intelligent assistant which ensures complete and accurate data collection at the roadside. Inspectors select applicable violations from lists of possible citations and add descriptive notes as needed. The program is highly customizable for use by different States. ASPEN prints an inspection report on site which is given to the driver. A copy also can be faxed to carrier management.
Port of Miami Terminal Access EquipmentField equipment used for automated vehicle identification to allow access into or leaving the Port of Miami. Functions performed may include credential checking, roadside safety inspections, and weigh-in-motion using two-way data exchange.
Emergency Management
911 Emergency Call CentersRepresents the various county and local call taker systems that handle 911 calls. This includes the FHP, county sheriffs, and many local police call taker systems. It also includes E911 systems.
All Aboard Florida Rail OperationsRepresents the future rail operations center for All Aboard Florida.
BCT Transit SystemsThe transit operations center that provides fixed route transit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property. Also represents other related transit systems, including transit security systems, and the fare management systems.
Broward County TMCThis transportation management center maintains ITS operations in Broward County. It is co-located with the FDOT District 4 SunGuide system which operates along I-95.
County EOCs/Warning PointsGeneric element representing county emergency operation centers (EOCs). The county EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around the county. It is the lead organization in coordinating disaster response from a municipal level to state and federal. Recovery planning and financial assistance from the State of Florida and FEMA are established through the EOC.
County Fire EMS/Rescue DispatchGeneric element representing county fire and rescue dispatch centers. In some counties, this may include dispatching volunteer departments and EMS. The dispatch center provides call taking, communications, and dispatch functions. Note that there are multiple fire districts in some counties. In these cases, there is an overall county-wide dispatch operation that dispatches ambulances and other assets and independent dispatch operations for each of the other districts in the county.
County Sheriff DispatchGeneric element representing the county sheriff dispatch center. The dispatch center provides call taking, communications, and dispatch functions.
FDLE HeadquartersRepresents the Florida Department of Law Enforcement Office in Tallahassee that originates Amber Alerts.
FDOT District 4 FMSRepresents the Freeway Management System operated at the FDOT District 4 RTMC.

FDOT District 4 Palm Beach TMCThe FDOT District 4 Palm Beach TMC serves as a backup facility in Palm Beach County for the FDOT District 4 RTMC.
FDOT District 4 TIMSOThe FDOT District 4 Traffic Incident Management Support Office (TIMSO) is located in Fort Pierce and is a back-up TMC to the FDOT District 4 RTMC in situations where the Broward RTMC is not able to be used.
FDOT District 5 RTMCThe FDOT District 5 RTMC, located in Central Florida, is responsible for distributing AMBER, Silver and LEO alerts to other FDOT District TMCs.
FDOT District 6 SunGuide Transportation Management CenterThis facility operates the SunGuide system along I-95 in Miami-Dade County.
FDOT Statewide Transportation EOC (TEOC)FDOT's Statewide Emergency Operations Center located in Tallahassee, which is staffed only during emergencies by representatives of all allied responding agencies.
FHP Regional DispatchRepresents the regional dispatch centers for the Florida Highway Patrol. The dispatch centers provide call taking, communications, and dispatch functions.
Florida State Fire MarshalRepresents the Division of State Fire Marshal is located within the Department of Financial Services.
Florida Statewide EOC/Warning Point (SEOC)The state emergency operations center, located in Tallahassee that provides central command and control during major emergencies in the state of Florida. Serves as an information clearinghouse for disaster-related information. Includes a regional database containing the evacuation routes for the regional area. Includes basic primary and secondary route information.
FTE EOCRepresent the FDOT Turnpike Enterprise Emergency Operations Center (EOC).
FTE Operations Center (Pompano)This regional TMC will manage FDOT Turnpike Enterprise operations in South Florida and will be staffed by both FDOT Turnpike Enterprise and Florida Highway Patrol personnel.
Indian River GoLine / Community Coach SystemsThe transit operations center that provides fixed route and demand responsive transit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property.
Local EOCsGeneric element representing municipal and local emergency operation centers (EOCs). The Local EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around a metropolitan area. It is the lead organization in coordinating disaster response from a municipal level to state and federal.
Local Fire/EMS DispatchGeneric element representing the local and municipal Fire Rescue and EMS dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Local Police DispatchGeneric element representing the local and municipal police dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Martin County Transit SystemsThe transit operations center that provides demand-responsive transit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property. Also represents other related transit systems, including transit security systems, and the fare management systems. In the future, Martin County will also run fixed-route service.
MDX TMCThis facility maintains ITS operations along the Miami-Dade Expressway and is co-located with the FDOT District 6 RTMC.
Miami-Dade Transit Control CenterThe transit operations center that provides a centralized transit control center for all Miami-Dade Metrobus, Metromover and Metrorail. Each system has a separate section of the control center, but all are co-located.
Other FHP Regional DispatchesRepresents FHP Troops other than the one in a specific region. This element is used to identify interfaces from one FHP troop to another.
Other Public Safety Communications and Dispatch CentersThis element represents the connection to other state (FHP and FDLE), County (Sheriff and Fire Rescue), and Local (municipal police and fire departments) law enforcement, fire, and EMS call taker and dispatch centers. It may include campus law enforcement providers, volunteer fire/rescue departments, federal law enforcement agencies, federal homeland security agencies, and other centers established for major incidents. This element is used in the architecture to show a consistent interface for the exchange of data between public safety systems that supports incident notification, hand-offs, resource coordination, and incident response coordination. Communication between these centers uses a mesh topology - any emergency management center can communicate directly with any other emergency management center. Note that this element also represents interfaces to emergency management centers in adjacent jurisdictions that also coordinate during major incidents.
Palm Beach County TMCThis traffic management center maintains ITS operations in Palm Beach County and is co-located with an instance of the FDOT District 4 SunGuide System.
Palm Tran Transit SystemsThe transit operations center providing transit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property. Also represents other related transit systems, including transit security systems, and the fare management systems.
POMT Operations Control CenterOperations Control Center for the POMT owned and operated by POMT. The POMT Operations Control Center controls ITS equipment for traffic operations in the POMT, including AM/FM Rebroadcast, barrier gates, CCTV, DMS, emissions sensors, HAR, lane use signals, portal traffic closure signals, traffic detectors, and VIDS, to control and monitor traffic.
Port of Miami Law EnforcementLaw enforcement provider for the Port of Miami.
Port of Miami Operations CenterRepresents central systems used for the operation of the Port of Miami.
Private Tow Wreckers DispatchDispatch function for privately owned tow or wrecker service.
Private/Public Ambulance DispatchDispatch center for private/public ambulance service. Currently operating out of the county dispatch centers.
Regional HAZMAT TeamRepresents regional HAZMAT response teams. May consist of local, county and/or FDOT public safety responders.
School District Transportation DispatchRepresents the dispatch systems that manage school bus fleets. General ITS capabilities are included here, omitting fare management capabilities, but with increased emphasis on vehicle location and status tracking, associated security and safety systems, and the positive identification of students on the buses.
SFRTA Commuter Rail SystemOperates a commuter rail service (Tri-Rail) in the tri-county area of Miami-Dade, Broward, and Palm Beach Counties. The system provides operations, maintenance, customer information, planning and management functions for the transit property. Also represents other related transit systems, including transit security systems and fare management systems.
St. Lucie Community Transit SystemsThe transit operations center provides fixed route and demand-responsive transit service countywide. The center provides operations, maintenance, customer information, planning and management functions for the transit property. Also represents other related transit systems, including transit security systems, and the fare management systems.
Wave Streetcar OperationsRepresents the operations center for the Wave Streetcar, operating in Fort Lauderdale.

County Fire EMS/Rescue VehiclesGeneric element representing the ITS-devices (i.e., mobile data terminals) onboard county fire trucks, fire apparatus, and other rescue vehicles.

CHEMTRECCHEMTREC (CHEMical TRansportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials.
Private Fleet Vehicle Dispatch SystemsCharter bus fleets, major truck fleet operators, taxi services, limo services, etc. that operate in Florida. Note that the dispatch may actually be outside the state.

City of Boca Raton Traveler Information WebsiteRepresents a planned traveler information website operated by the City of Boca Raton. This website will eventually provide traveler information to the public, including CCTV images and travel times.
Commuter Services Info. Systems (Ride Matching)Commuter Services provides traveler information services including a 24-hour call center, corporate carpool and vanpool programs, tri-county transit information, on-site rideshare promotions and displays, computerized rideshare matching, and an Emergency Ride Home program. Commuter Services works jointly with employers to set up transportation and parking programs, provide confidential employee commute analysis, and training.
