The FDOT District 4 & 6 Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, public safety, public transportation and other modes, special events, and many other stakeholders at the local and state levels. It includes both public and private sectors and spans the organizations that develop, operate, maintain, and depend on the surface transportation system.

Airport Authorities Represents regional airport authorities and agencies responsible for operating and maintaining regional airports.
All Aboard Florida All Aboard Florida is a passenger rail project connecting Miami to Fort Lauderdale, This rail service will give residents and visitors an alternative to congested highways and airport terminals.
Amtrak Nationwide passenger rail organization with service throughout the United States.

Broward County Aviation Department The Broward County Aviation Department (BCAD), a department of the Broward County Board of County Commissioners, manages Fort Lauderdale-Hollywood International Airport and North Perry Airport (a general aviation facility).
Broward County Port Everglades A department of Broward County, operates and manages Port Everglades, located in the Fort Lauderdale area.
Broward County Public Works and Transportation Administration The Broward County Public Works and Transportation Administration provides management guidance and direction for the operation of the Department as a whole. The Department includes the Fleet Services Division, Highway and Bridge Maintenance Division, Highway Construction and Engineering Division, and the Traffic Engineering Division.
Broward County Transit Broward County Transit (BCT) provides fixed-route bus service and paratransit bus service in Broward County. The fixed route bus service provides connections to the county's multimodal transportation network. Its website is located at http://www.broward.org/bct/
CHEMTREC CHEMTREC (CHEMical TRansportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials.
City of Boca Raton Represents the municipal agencies and departments of the City of Boca Raton.
City of Fort Pierce Engineering Department Represents the Engineering Department for the City of Fort Pierce, responsible for traffic control in Fort Pierce.
City of Miami Beach Represents the City of Miami Beach
City of Port St. Lucie Traffic Operations Division Represents the Traffic Operations DIvision for the City of Port St. Lucie.
Counties and Cities Represents generic county and municipal agencies and departments, including public works departments, and permit offices.
County and City Traffic Engineering Represents the generic county and local traffic management agencies.
County Emergency Management Agencies Represents the generic county agencies and departments that coordinates emergency response during major disasters or incidents.
County Public Safety Agencies Represents the generic county public safety agencies, including EMS, fire departments, and sheriff's departments.
County Public Safety Agencies - Fire/EMS Represents the generic county fire and EMS departments, including volunteer fire departments.
County Public Safety Agencies - Sheriffs Department Represents the generic county sheriff's departments.
County School Districts Represents the public school districts in Florida.
FDOT Florida Department of Transportation (FDOT). The mission of the department is to provide a safe and reliable transportation system that ensures the mobility of people and goods, enhances economic prosperity and preserves the quality of Florida's environment and communities. Various modes of transportation are supported by the department including roadways, railways, seaport and airports.
FDOT Commission for the Transportation Disadvantaged State of Florida Commission for the Transportation Disadvantaged (CTD). An independent commission housed administratively within the Florida Department of Transportation whose mission is to insure the availability of efficient, cost-effective, and quality transportation services for transportation disadvantaged persons.
FDOT D4/Broward County Traffic Engineering Division Represents ITS elements, or systems, jointly operated and managed by FDOT District 4 and Broward County.
FDOT District 4 Represents Florida Department of Transportation District 4, Southeast Florida, which includes Broward, Indian River, Martin, Palm Beach, and St. Lucie counties.
FDOT District 5 Represents FDOT District 5 in Central Florida
FDOT District 6 Represents Florida Department of Transportation District 6, South Florida, which includes Miami-Dade and Monroe counties.
FDOT State Office of Information Systems The Office of Information Systems (OIS) is a division level organization within the Department of Transportation. The Chief Information Officer serves as the director of OIS. The primary functions of the OIS are to provide FDOT with a functional, statewide information processing and communications network, provide technical support for the Department's integrated office automation systems; provide staff controls for all statutory requirements of information resources in the area of procurement, security and finance; and manage all computer-based administrative and managerial data processing information. It is the mission of the Office of Information Systems to meet the requirements of customers who use computer-generated information by providing and supporting technology, systems, and services that are reliable, available, and protected.
FDOT Turnpike Enterprise Represents Florida Department of Transportation Turnpike Enterprise Division, which manages and operates limited-access toll highways in the State of Florida, including the Florida Turnpike.
Financial Institutions Financial and banking institutions that play a role in electronic payment financial transactions.
Florida Department of Highway Safety and Motor Vehicles The Florida Department of Highway Safety and Motor Vehicles promotes a safe driving environment through law enforcement, public education and service, reduction of traffic crashes, titling and registering of motor vehicles and vessels, licensing motor vehicle operators, and regulation of motor vehicle exhaust.
Florida Department of Law Enforcement Florida Department responsible for initiating Amber Alert messages.
Florida Division of Emergency Management A division of the Florida Department of Community Affairs, the Florida Division of Emergency Management is responsible for ensuring that the State of Florida is prepared to respond to emergencies, recover from them, and mitigate their impacts.
Florida Highway Patrol The Florida Highway Patrol's (FHP) mission is to promote a safe driving environment through aggressive law enforcement, public education, and safety awareness; reduce the number and severity of traffic crashes in Florida, preserve and protect human life and property.
Florida State Fire Marshal The Division of State Fire Marshal is located within the Department of Financial Services. The Division of State Fire Marshal is responsible for fire prevention, fire investigations and code enforcement and inspection activities for the State of Florida.
Indian River County Public Works Department The Indian River Public Works department is the management center for planning and implementing engineering design, construction, and maintenance programs within the Engineering, Traffic Engineering, Coastal Engineering, Capital Projects, Parks Maintenance, Fleet Management, Stormwater and Road and Bridge divisions. The function of the Public Works Department is to provide a complete infrastructure for transportation, parks, beaches, and storm water systems within Indian River County, as well as meeting the fleet management needs of all County departments.
Indian River County Senior Resources Association The Indian River County Senior Resources Association is the designated transportation coordinator for all non-emergency medical transportation for Indian River County. It operates GoLine Indian River Transit, a fixed-route bus service; and Community Coach, a demand-responsive bus service. Local Agencies Represents local government agencies and departments, including local fire/rescue departments, law enforcement providers, and emergency management agencies.
Local Agencies - Fire EMS/Rescue Departments Represents the generic municipal and local fire, EMS and Rescue Departments.
Local Agencies - Police Departments Represents the generic municipal and local police departments and other law enforcement providers. May include campus police.
Local Media Owner/operators of communications media including television, cable TV, radio, and news papers.
Local TMAs Local Transportation Management Agencies (TMAs) - Non-profit, public/private partnership established between businesses and local government to provide commuter information and services.
Local Transit Operators Represents generic public transit operators, agencies, and their systems.
Local Venue Promoters Local event promoters, such as arenas.
Martin County Represent the agencies and departments of Martin County, including the Engineering Department and General Services.
Martin County Council on Aging Provides fixed-route transit and paratransit services in Martin County.
Miami Parking Authority Miami Parking Authority, officially known as the Department of Off-Street Parking of the City of Miami, was created in 1955 by a Special Act of the Florida State Legislature and incorporated into the City of Miami's Charter in 1968. MPA manages and develops on- and off-street parking in the City of Miami. It shares responsibility with the City of Miami Police Department and Miami-Dade County for enforcement of parking regulations
Miami-Dade County Aviation Department The Miami-Dade County Aviation Department, manages and operates Miami International Airport and other general aviation airports.
Miami-Dade County Department of Transportation and Public Works The new Department of Transportation and Public Works (DTPW) has been created to improve the sustainability of our transportation networks as part of a wider goal of creating more vibrant, livable, sustainable cities and improving the quality of life for our residents. Embracing the concept of mobility management, a strategic approach to service coordination and customer service that is becoming a worldwide trend in the public transportation sector, our transit agency is moving away from the traditional role as a fixed-route service operator, and toward collaboration with other transportation providers, both public and private, to create a full range of well synchronized mobility services within our community. DTPW will include the functions of Miami-Dade Transit, along with the County Engineer, Traffic Operations (to include Traffic Engineering and Traffic Signals and Signs), Construction and Maintenance (to include Road, Bridge and Canal Maintenance), and Highway Planning (to include Roadway Engineering and the Right of Way Division), as well as the Passenger Transportation Regulation function from the Regulatory and Economic Resources Department.
Miami-Dade Expressway Authority The Miami-Dade Expressway Authority is a state-sanctioned, locally administered, public agency responsible for the operation and maintenance of five major expressway facilities in Miami-Dade County, Florida.
NOAA National Oceanic and Atmospheric Administration. Includes the National Weather Service and the National Hurricane Center.
Palm Beach County Airports Department The Palm Beach County Airports Department manages and operates Palm Beach International Airport.
Palm Beach County Engineering Department The Palm Beach County Engineering Department is responsible for the engineering, construction and maintenance of the County's numerous roads, bridges and canals, along with the traffic signals and signs that support them. Includes the Traffic Division, Road and Bridge, and Roadway Production.
Palm Tran Palm Tran provides fixed-route service and paratransit service for Palm Beach County. Its website is at http://www.co.palm-beach.fl.us/palmtran.
Parking Facility Operators Operators of public or private parking facilities, including park-and-ride facilities. May include bus shuttle services provided by private park-and-ride facilities.
Port of Miami Develop and manage the Dante B. Fascell Port of Miami-Dade County (Seaport) to service cruise passengers, cargo shipping commerce, and other members of the maritime business community.
Port of Miami Tunnel Stakeholder for the Port of Miami Tunnel (POMT). MAT Concessionaire LLC, known as MAT, is the private sector company carrying overall responsibility for the finance, design, construction, operation and maintenance for the 35 year duration of the concession contract entered into with the Florida Department of Transportation (FDOT).
Port of Palm Beach Seaport The Port of Palm Beach District is an independent special taxing district (an autonomous port), a sub-division of the state of Florida.
Private Commercial Vehicle and Fleet Operators Owner/operators of private commercial vehicles and fleets.
Private Sector ISPs Private traveler and transportation information service providers, including Mobility Technologies, SmartRoute Systems, Shadow Traffic, and Metro Traffic.
Private Taxi Operators Private companies providing taxi service.
Private Tow Wreckers Private companies that operate tow trucks or wreckers.
Private Transit Operators Owner/operators of bus services, including private long-distance bus service, private shuttle services, and demand-responsive bus services
Private/Public Regional Medical Centers Hospital/trauma centers in the region.
Rail Operator Generic owner/operator of commercial or passenger rail service. Includes CSXNS and FEC.
Regional Public Safety Agencies Represents the generic county and municipal public safety agencies, including EMS, fire departments, police departments, and sheriff's departments. Also represents the agencies that manage and operate PSAPs (Public Safety Answering Points).
Regional Traffic Management Agencies Generic element representing traffic management agencies in the State of Florida.
Regional Transit Management Agencies Generic element representing transit management agencies and operators in the State of Florida.
South Florida Commuter Services The South Florida Commuter Services is the largest rideshare agency in Southern Florida.
South Florida Regional Transportation Authority Formerly the Tri-County Commuter Rail Authority (Tri-Rail), the South Florida Regional Transportation Authority (SFRTA) operates a commuter rail service (Tri-Rail) in the tri-county area of Miami-Dade, Broward, and Palm Beach Counties. St. Lucie County Public Works The St. Lucie County Public Works Department is responsible for the engineering, construction and maintenance of the County's numerous roads, bridges and canals, along with the traffic signals and signs that support them.
St. Lucie County Transit Public transit provider for St. Lucie County. Includes a fixed route service (Treasure Coast Connector, which services St. Lucie County, Martin County, and Fort Pierce), and Community Transit, which is a demand-responsive bus service serving Fort Pierce and Port St. Lucie. US Department of Homeland Security The United States Department of Homeland Security (DHS) is a government agency responsible for protecting the United States borders and secure the safety of the country.
