The FDOT D7 ITS element inventory is made up of the transportation and communications centers, the field equipment, the vehicles, and the traveler systems in FDOT D7. Entities represent the library of ITS types from which specific stakeholder ITS elements can be assigned to inherit characteristics. The following table sorts the FDOT D7 stakeholder ITS element inventory by generic National ITS Architecture entity. This sorts FDOT D7 ITS elements that perform similar functions together, so that stakeholder ITS elements of a particular or similar type can be easily identified.

It also provides a central data collection and repository function (the "Regional Planning Subsystem") for the district 7 region. Co-located with FDOT D7, FDOT EOC, and FHP Dispatch.
FDOT Statewide OIS Enterprise DatabasesOperated and maintained by the FDOT Office of Information System, this is a statewide database that includes bridge inventory, roadway character inventory system, and pavement management systems.
FTE TEAMSFloridas Turnpike Enterprise Asset Management System (MARS). TEAMS allows users to input assets to maintain inventory TEAMS may include traffic safety/crash information, roadway information, traffic operational data, assets, and maintenance information.
HART Data ArchiveThe HART Data Archive houses the last 365 days of CAD/AVL data and APC counts for HART. This data is then provided to planners for the creation of ridership reports.
SunGuide Data ArchivingRepresents data archiving for SunGuide systems. This could be a third party provider, such as the University of Maryland RITIS archive ,or a private company.
Tampa Bay Regional Archive Data Management SystemPlanned regional archive of transportation data.
Commercial Vehicle
Commercial VehiclePrivately owned commercial vehicles. Included in the architecture to cover HAZMAT incident reporting.
Commercial Vehicle Check
FDOT Scales and Inspection Facilities (Incl. ASPEN)Includes static scales and weigh-in-motion facilities that are or will be equipped with ITS electronic clearance and safety inspection equipment. These facilities also provide a haven for rest for commercial vehicle drivers. Florida motor carrier inspectors at the roadside use the Aspen system. Driver / Vehicle safety Inspection software improves the entire inspection process by providing roadside access to various safety performance information including, the last recent inspection results, the driver's CDL status and the safety performance and past safety problems of the carrier. ASPEN can be seen as an intelligent assistant which ensures complete and accurate data collection at the roadside. Inspectors select applicable violations from lists of possible citations and add descriptive notes as needed. The program is highly customizable for use by different States. ASPEN prints an inspection report on site which is given to the driver. A copy also can be faxed to carrier management.
Port of TampaFlorida's largest port, includes cargo facilities and cruise terminals.
Emergency Management
911 Emergency Call CentersRepresents the various county and local call taker systems that handle 911 calls. This includes the FHP, county sheriffs, and many local police call taker systems. It also includes E911 systems.
City of Tampa TMCThe Traffic Management Center monitors and manages traffic flow. Incidents are detected and verified and incident information is provided to the appropriate emergency management agencies (Tampa Fire/Rescue Dispatch, Police Dispatch, Hillsborough County 911 Dispatch, etc.), travelers, and to third party providers. The TMC disseminates maintenance work schedules and road closure information provided by the City's PWD Systems. It also coordinates with CSX Rail Operations Centers to support safer and more efficient highway traffic management at highway-rail intersections. Operates the control on the THCEA (Tampa-Hillsborough County Expressway Authority), CrossTown Reversible lanes. Also, contains FTE Tolling of the Expressways listed above.
County EOCs/Warning PointsGeneric element representing county emergency operation centers (EOCs). The county EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around the county. It is the lead organization in coordinating disaster response from a municipal level to state and federal. Recovery planning and financial assistance from the State of Florida and FEMA are established through the EOC.
County Fire EMS/Rescue DispatchGeneric element representing county fire and rescue dispatch centers. In some counties, this may include dispatching volunteer departments and EMS. The dispatch center provides call taking, communications, and dispatch functions. Note that there are multiple fire districts in some counties. In these cases, there is an overall county-wide dispatch operation that dispatches ambulances and other assets and independent dispatch operations for each of the other districts in the county.
County Sheriff DispatchGeneric element representing the county sheriff dispatch center. The dispatch center provides call taking, communications, and dispatch functions.
FDLE HeadquartersRepresents the Florida Department of Law Enforcement Office in Tallahassee that originates Amber Alerts.
FDOT District 5 RTMCThe regional traffic management center that manages major roadways for Florida DOT in District 5 and interstates around Florida that are not monitored by other systems. This staffed center provides key traffic monitoring and motorist information systems for roadways (and bridges) in District 5 and around the state. It provides incident management for both planned (e.g. major sporting events) and unplanned incidents (e.g. major weather events)
FDOT District 7 Emergency Operations CenterRepresents the District Emergency Operation Center which is staffed only during emergencies by representatives of all allied responding agencies. Each FDOT district maintains its own Emergency Operations Center which is activated for major incidents that affect the district.
FDOT District 7 Tampa Bay SunGuide CenterThe RTMC provides regional traffic management for interstates, expressways, and other limited access facilities in the District 7 region. It also provides a central data collection and repository function (the "Regional Planning Subsystem") for the district 7 region. Co-located with FDOT D7, FDOT EOC, and FHP Dispatch.
FDOT Statewide Transportation EOC (TEOC)FDOT's Statewide Emergency Operations Center located in Tallahassee, which is staffed only during emergencies by representatives of all allied responding agencies.
FHP Regional DispatchRepresents the regional dispatch centers for the Florida Highway Patrol. The dispatch centers provide call taking, communications, and dispatch functions.
Florida Statewide EOC/Warning Point (SEOC)The state emergency operations center, located in Tallahassee that provides central command and control during major emergencies in the state of Florida. Serves as an information clearinghouse for disaster-related information. Includes a regional database containing the evacuation routes for the regional area. Includes basic primary and secondary route information.
FTE EOCRepresent the FTE Emergency Operations Center (EOC).
FTE Operations Center (Pompano)This regional TMC will manage FTE operations in South Florida and will be staffed by both FTE and Florida Highway Patrol personnel.
FTE Operations Center (Turkey Lake)This Turnpike Enterprise operations center is located at Turkey Lake and manages Turnpike operations in the northern portion of the turnpike system. This regional TMC is staffed by both FTE and Florida Highway Patrol personnel.
HART Transit OperationsDispatch center for HART in Hillsborough County.
Local EOCsGeneric element representing municipal and local emergency operation centers (EOCs). The Local EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around a metropolitan area. It is the lead organization in coordinating disaster response from a municipal level to state and federal.
Local Fire/EMS DispatchGeneric element representing the local and municipal Fire Rescue and EMS dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Local Police DispatchGeneric element representing the local and municipal police dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Other Public Safety Communications and Dispatch CentersThis element represents the connection to other state (FHP and FDLE), County (Sheriff and Fire Rescue), and Local (municipal police and fire departments) law enforcement, fire, and EMS call taker and dispatch centers. It may include campus law enforcement providers, volunteer fire/rescue departments, federal law enforcement agencies, federal homeland security agencies, and other centers established for major incidents. This element is used in the architecture to show a consistent interface for the exchange of data between public safety systems that supports incident notification, hand-offs, resource coordination, and incident response coordination. Communication between these centers uses a mesh topology - any emergency management center can communicate directly with any other emergency management center. Note that this element also represents interfaces to emergency management centers in adjacent jurisdictions that also coordinate during major incidents.
Port of TampaFlorida's largest port, includes cargo facilities and cruise terminals.
Private/Public Ambulance DispatchDispatch center for private/public ambulance service. Currently operating out of the county dispatch centers.
PSTA Transit Management CenterTransit operations center that provides overall management and administration for the Pinellas Suncoast Transit Authority (PSTA) transit system.
School District Transportation DispatchRepresents the dispatch systems that manage school bus fleets. General ITS capabilities are included here, omitting fare management capabilities, but with increased emphasis on vehicle location and status tracking, associated security and safety systems, and the positive identification of students on the buses.
US Coast Guard OfficeRepresents US Coast Guard Offices throughout the state.

EPC of Hillsborough County Environmental Management SystemsData collection and information dissemination systems of Environmental Protection Commission of Hillsborough County.
Florida DEP Air Quality Management SystemThis planned system would be administered by the Department of Environmental Protection and monitor air quality so that surface transportation-related air quality issues can be studied and managed.
PDEM Environmental Management SystemsData collection and information dissemination systems of the Pinellas Department of Environmental Management.
Fleet and Freight Management
CHEMTRECCHEMTREC (CHEMical TRansportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials.
Private Fleet Vehicle Dispatch SystemsCharter bus fleets, major truck fleet operators, taxi services, limo services, etc. that operate in Florida. Note that the dispatch may actually be outside the state.
Information Service Provider
Commuter Services Info. Systems (Ride Matching)Commuter Services provides traveler information services including a 24-hour call center, corporate carpool and vanpool programs, tri-county transit information, on-site rideshare promotions and displays, computerized rideshare matching, and an Emergency Ride Home program. Commuter Services works jointly with employers to set up transportation and parking programs, provide confidential employee commute analysis, and training.
County and City Public Information SystemGeneric element representing the public information office systems that are operated by county and local governments. They provide information on road closures and other important traveler information in the region.
County Emergency Broadcast SystemsGeneric element representing information systems used to disseminate emergency information, including evacuation routes. Such systems may include sirens, telephone numbers and web sites.
FDOT District 7 Public Information Office SystemsSystems operated by the public information office that provide long-range traveler information, such as road construction advisories, to the media, other organizations, and travelers in District 7. The information provided may include planned closures, maintenance activities, and other non-real time travel advisories.
Florida 511The statewide system that provides near real-time advanced traveler information. This includes the regional 511 system. The system may include video images, travel time information, construction information, and subscription services.

Clearwater PWD SystemsClearwater PWD Systems are responsible for the maintenance operations on the different roads under its jurisdiction. This agency informs the Traffic Control Center about road restrictions due to maintenance activities.
County and City Public Information SystemGeneric element representing the public information office systems that are operated by county and local governments. They provide information on road closures and other important traveler information in the region.
County and City Roadway Maintenance and Construction SystemsGeneric element representing the road maintenance and construction systems operating in the region. This includes local, municipal and county maintenance departments.

Tampa International Airport Parking Management SystemThe System that operates the parking lots at Tampa International Airport. The system also puts messages on DMS signs.

City of Tampa TMCThe Traffic Management Center monitors and manages traffic flow. Transit KiosksA generic element representative of all kiosks that provide individuals with traveler information. Transit kiosks provide transit information to transit customers, support electronic fare payment, and enhance security at transit stops. In the statewide architecture, the emphasis is on the interface to the electronic payment card, which is a statewide interface.
Transit Stops/Stations EquipmentThe places where travelers "catch the bus" and need schedule, transit service, and real-time arrival information to support their travel choices.
Roadway
Citrus County Field EquipmentRepresents the ITS field equipment operated by the Citrus County, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Clearwater Field EquipmentRepresents the ITS field equipment operated by the City of Clearwater, including traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
City of Plant City Field EquipmentRepresents the ITS field equipment such as traffic signals owned and operated by Plant City. The traffic signal control function is performed by FDOT. There is also a workstation in Plant City.
City of St. Petersburg Field EquipmentRepresents the ITS field equipment operated by the City of St. Petersburg, such as traffic signals, sensors, and CCTV.
City of Tampa Field EquipmentRepresents the ITS field equipment operated by the City of Tampa, such as traffic signals, sensors, and CCTV (used both for traffic monitoring and infrastructure monitoring).
County and Local Field EquipmentGeneric element representing smaller county and local ITS roadside field equipment not specifically enumerated in other inventory elements. This suggests that these traffic signal systems that are widely scattered through the district should be integrated in a consistent fashion, when circumstances require. ITS field equipment may include traffic signals, vehicle detectors, CCTV cameras, dynamic message signs, etc., to control and monitor traffic.
