ITS Stakeholders

The FDOT District 7 Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, public safety, public transportation and other modes, special events, and many other stakeholders at the local and state levels. It includes both public and private sectors and spans the organizations that develop, operate, maintain, and depend on the surface transportation system.

This page contains a list (in alphabetical order) of the stakeholders that develop, operate, maintain, and/or depend on the ITS services. Each stakeholder has a hotlink to a definition of the stakeholder and a list of that stakeholder's specific ITS elements (if any).

CHEMTREC CHEMTREC (CHEMical TRansportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials.
Citrus County PWD Represents the Citrus County Department of Public Works.
Citrus County Transit Operates a paratransit service in Citrus County.
City of Clearwater Traffic Operations Division City of Clearwater Traffic Operations Division, which is a part of the Engineering Department, operates and maintains the ITS equipment.
City of St. Petersburg Represents the municipal agencies and departments of the City of St. Petersburg.
City of Tampa Transportation and Stormwater Services Agency responsible for traffic operations and equipment maintenance for the CIty of Tampa.
Counties and Cities Represents generic county and municipal agencies and departments, including public works departments, and permit offices. This stakeholder includes the City of Temple Terrace.
County and City Traffic Engineering Represents the generic county and local traffic management agencies.
County Emergency Management Agencies Represents the generic county agencies and departments that coordinates emergency response during major disasters or incidents.
County Public Safety Agencies Represents the generic county public safety agencies, including EMS, fire departments, and sheriff's departments.
County Public Safety Agencies - Fire/EMS Represents the generic county fire and EMS departments, including volunteer fire departments.
County Public Safety Agencies - Sheriffs Department Represents the generic county sheriff's departments.
County School Districts Represents the public school districts in Florida.
District 7 MPOs Represents a stakeholder group consisting of all MPOs in District 7
Environmental Protection Commission of Hillsborough County The Environmental Protection Commission of Hillsborough County is Hillsborough County's environmental regulatory agency. EAC administers regulatory programs, issues permits, and monitors environmental resources.
FDOT Florida Department of Transportation (FDOT). The mission of the department is to provide a safe transportation system that ensures the mobility of people and goods, enhances economic prosperity and preserves the quality of Florida's environment and communities. Various modes of transportation are supported by the department including roadways, railways, seaport and airports.
FDOT Central Office of Information Services The Office of Information Systems (OIS) is a division level organization within the Department of Transportation. The Chief Information Officer serves as the director of OIS. The primary functions of the OIS are to provide FDOT with a functional, statewide information processing and communications network, provide technical support for the Department's integrated office automation systems; provide staff controls for all statutory requirements of information resources in the area of procurement, security and finance; and manage all computer-based administrative and managerial data processing information. It is the mission of the Office of Information Systems to meet the requirements of customers who use computer-generated information by providing and supporting technology, systems, and services that are reliable, available, and protected.
FDOT District 1 Represents Florida Department of Transportation District 1, Southwest Florida, which includes Charlotte, Collier, De Soto, Glades, Hardee, Hendry, Highlands, Lee, Manatee, Okeechobee, Polk, and Sarasota counties.
FDOT District 5 FDOT District 5 in Central Florida includes Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Colusia Counties
FDOT District 7 Represents Florida Department of Transportation District 7, West Central Florida, which includes the counties of Citrus, Hernando, Hillsborough, Pasco, and Pinellas.
FDOT Motor Carrier Compliance Office Florida's commercial vehicle law enforcement agency. It is now a part of Florida Highway Patrol. Its mission is to provide a safe transportation system, ensuring the mobility of people and goods, enhancing prosperity, and preserving the quality of our environment and communities.
Financial Institutions Financial and banking institutions that play a role in electronic payment financial transactions.
Florida Department of Environmental Protection The Florida Department of Environmental Protection is the lead agency in state government for environmental management and stewardship. The department administers regulatory programs and issues permits for air, water and waste management.
Florida Department of Law Enforcement Florida Department responsible for initiating Amber Alert messages.
Florida Division of Emergency Management A division of the Florida Department of Community Affairs, the Florida Division of Emergency Management is responsible for ensuring that the State of Florida is prepared to respond to emergencies, recover from them, and mitigate their impacts.
Florida Highway Patrol The Florida Highway Patrol's (FHP) mission is to promote a safe driving environment through aggressive law enforcement, public education, and safety awareness; reduce the number and severity of traffic crashes in Florida, preserve and protect human life and property.
Floridas Turnpike Enterprise Represents Floridas Turnpike Enterprise, which manages and operates limited-access toll highways in the State of Florida, including the Florida Turnpike.
Hernando Citrus MPO Represents the metropolitan planning organization for Hernando and Citrus Counties.
Hernando County Represents the agencies and departments of Hernando County.
Hernando County PWD Represents the Hernando County Department of Public Works.
Hillsborough Area Regional Transit Authority (HART) The Hillsborough Area Regional Transit Authority (HART) operates fixed route bus, trolley, and paratransit services in Hillsborough County.
Hillsborough County Aviation Authority The Hillsborough County Aviation Authority is an autonomous unit of County government, created by the 1945 Florida Legislature and charged with the operation of all publicly-owned aviation facilities within Hillsborough County, Florida.
Hillsborough County PWD Represents the Hillsborough County Department of Public Works.
Local Agencies Represents local government agencies and departments, including local fire/rescue departments, law enforcement providers, and emergency management agencies.
Local Agencies - Fire EMS/Rescue Departments Represents the generic municipal and local fire, EMS and Rescue Departments.
Local Agencies - Police Departments Represents the generic municipal and local police departments and other law enforcement providers. May include campus police.
Local Media Owner/operators of communications media including television, cable TV, radio, and news papers.
Local Transit Operators Represents generic public transit operators, agencies, and their systems.
Local Venue Promoters Local event promoters, such as arenas.
NOAA National Oceanic and Atmospheric Administration. Includes the National Weather Service and the National Hurricane Center.
OneBusAway OneBusAway is a consortium of public sector transit agencies, commercial firms, nonprofits, academic researchers, and interested individuals delivering robust open-source, real-time applications that meet the needs of transit agencies and riders.
Parking Facility Operators Operators of public or private parking facilities, including park-and-ride facilities. May include bus shuttle services provided by private park-and-ride facilities.
Pasco County MPO Represents the metropolitan planning organization for Pasco County.
Pasco County Public Transportation Transit provider for Pasco County.
Pasco County TOD Represents the Pasco County Traffic Operations Division of the Engineering Services Department.
Pinellas County Represents the agencies and departments of Pinellas County.
Pinellas County MPO Represents the metropolitan planning organization for Pinellas County.
Pinellas County PWD Represents the Pinellas County Department of Public Works.
Pinellas Suncoast Transit Authority Pinellas Suncoast Transit Authority (PSTA) is the public transit provider in Pinellas County, Florida, operating fixed route buses and trolleys. In addition, operates express buses between Pinellas County and Tampa, and the Suncoast Beach Trolley between the Gulf Beaches from Clearwater Beach to Pass-a-Grille.
Plan Hillsborough Represents the metropolitan planning organization for Hillsborough County.
Plant City Public Works Represents Plant City Public Works.
Private Commercial Vehicle and Fleet Operators Owner/operators of private commercial vehicles and fleets.
Private Data Collection Providers Represents 3rd party private data collection providers, such as companies that are contracted to provide travel times.
Private Maintenance Contractors Represents private companies hired by the public sector to provide roadway maintenance, ITS equipment maintenance or vehicle maintenance.
Private Sector ISPs Private traveler and transportation information service providers.
Private Weather Information Providers Private companies providing weather services and information.
Private/ Public Utilities The companies (or public agencies) that provide various utilities such as electric, gas, water, telephone, and cable TV.
Private/Public Regional Medical Centers Hospital/trauma centers in the region.
Rail Operator Generic owner/operator of commercial or passenger rail service. Includes CSXNS and FEC.
Regional Public Safety Agencies Represents the generic county and municipal public safety agencies, including EMS, fire departments, police departments, and sheriff's departments. Also represents the agencies that manage and operate PSAPs (Public Safety Answering Points).
Regional Traffic Management Agencies Generic element representing traffic management agencies in the State of Florida.
Regional Transit Management Agencies Generic element representing transit management agencies and operators in the State of Florida.
South Florida Commuter Services The South Florida Commuter Services is the largest rideshare agency in Southern Florida.
State of Florida Represents the State of Florida
Tampa Bay Regional Transportation Authority The Tampa Bay Area Regional Transportation Authority (TBARTA) was created by the Florida State Legislature in 2007 to develop and implement a Regional Transportation Master Plan for the seven-county West Central Florida region consisting of Citrus, Hernando, Hillsborough, Manatee, Pasco, Pinellas and Sarasota Counties.
Tampa Hillsborough Expressway Authority Operates and maintains the Selmon Crosstown Expressway.
Tampa Port Authority As the governing body and port authority of the Hillsborough County Port District, the Tampa Port Authority is responsible for making or causing to be made such investigations, studies, surveys, plans, drawings, borings, maps, and estimates of costs and revenues as it may deem necessary and thereafter to prepare and adopt a comprehensive plan for the development and improvement of the harbor and shipping facilities of that port district.
TransHernando Operates the Hernando County bus system. Also known as the Bus or The Hernando Express.
Traveler Information Radio Network Private companies that provide traveler information radio in the region.
Travelers Represents the general public, including passengers and travelers.
US Coast Guard The United States Coast Guard.
