The Florida Statewide ITS element inventory is made up of the transportation and communications centers, the field equipment, the vehicles, and the traveler systems in Florida Statewide. Entities represent the library of ITS types from which specific stakeholder ITS elements can be assigned to inherit characteristics. The following table sorts the Florida Statewide stakeholder ITS element inventory by generic National ITS Architecture entity. This sorts Florida Statewide ITS elements that perform similar functions together, so that stakeholder ITS elements of a particular or similar type can be easily identified.

FDOT District 7 Tampa Bay SunGuide CenterThe RTMC provides regional traffic management for interstates, expressways, and other limited access facilities in the District 7 region. It also provides a central data collection and repository function (the "Regional Planning Subsystem") for the district 7 region. Co-located with FDOT D7, FDOT EOC, and FHP Dispatch.
FDOT District Transportation Data WarehousesThis element represents the various transportation data collection system for each FDOT District. The information collected by each of these FDOT Districts is then provided to the statewide archive in Tallahassee.
FDOT Equipment Management and Inventory SystemContains a complete inventory of FDOT mobile resources, including generators and dynamic message signs.
FDOT ITS Facilities Management SystemAn archive for ITS fiber management. of ITS devices
FDOT Rail Operations DatabaseFDOT database containing rail-transportation data related to rail in the State of Florida. This may include freight and passenger data.
FDOT Rail-Highway Crossings DatabaseIncludes characteristics of the grade crossings, including crash reports.
FDOT Roadway Characteristics InventoryThis database contains roadway characteristics for the state road system. It is supplied by each district's Traffic Operations, Maintenance, and Planning Transportation Statistics offices. This database also includes a roadway video log.
FDOT Safety and Crash Data Collection SystemThis FDOT database stores crash reports and other safety-related transportation data.
FDOT Seaport DatabaseFDOT database containing marine transportation data in the State of Florida. This may include cargo, ports, etc.
FDOT Skid Hazard InventoryFriction coefficients for all pavement in the state road system.
FDOT State Highway System Crash Analysis Reporting SystemThis database collects safety data from the Florida Department of Highway Safety Database, and provides this data to the FDOT districts and central office.
FDOT Statewide OIS Enterprise DatabasesOperated and maintained by the FDOT Office of Information System, this is a statewide database that includes bridge inventory, roadway character inventory system, and pavement management systems.
FDOT Traffic Characteristics InventoryThis statewide database collects long term traffic data for state roads in Florida. It collects this data from a number of traffic data collection sites around the state, including both temporary and permanent data collection sites.
FDOT Transit DatabaseThis entry covers four distinct databases for Transit data, including passenger, inventory, and fare data.
Florida Statewide EOC Regional Evacuation Routes DatabaseThis is a GIS display system that includes alternate routes, traffic counts, shelters, and other key evacuation information.
SunGuide Data ArchivingRepresents data archiving for SunGuide systems. This could be a third party provider, such as the University of Maryland RITIS archive ,or a private company.

Commercial VehiclePrivately owned commercial vehicles. Included in the architecture to cover HAZMAT incident reporting.
Commercial Vehicle Administration
Commercial Drivers License Information System (CDLIS)The nationwide drivers license system that the Federal Highway Administration (FHWA) has developed and issued standards for testing and licensing CMV drivers.
County and City Overdimension Permit SystemsIn the state of Florida, counties and cities may issue their own oversize/overweight vehicle permits for roads under their jurisdiction. In practice, few counties or communities actually do.
CVIEWCommercial Vehicle Information Exchange Window (CVIEW) provides information on a carriers International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA)
FDOT MCCORepresents the various registration, safety, and compliance systems used by the FDOT Motor Carrier Compliance Office.
FDOT OS/OW Permit SystemState system that issues oversize and overweight permits for commercial vehicles. In the architecture, this system receive current road restrictions and provides information on permits that have been issued to improve highway safety and operating efficiency. Will be extended to provide this information to all patrol vehicles.
FHP CV TroopersRepresents the Florida Highway Patrol (FHP) vehicles and troopers dedicated to Commercial Vehicle (CV) Enforcement.
Florida Department of Agriculture AgPass SystemProgram to allow commercial vehicles participating in the PrePass program that do not haul agricultural products or livestock to bypass Interdiction Stations.
Florida Department of Agriculture DatabaseThis central database includes a collection of written reports of the agricultural inspections performed by the state of Florida.
Florida Department of Revenue DatabaseTax reporting database, including the collection of tax and revenue via the transport of cargo and freight through the State of Florida.
Florida HAZMAT Permit SystemSystem that houses the administrative processes for issuing HAZMAT permits as well as provide information to Emergency Management agencies on Hazmat permits issued.
Florida License, Registration, and Fuel Tax SystemThis system issues commercial vehicle licenses, vehicle registrations, and administers fuel taxes for the state of Florida.
IFTA ClearinghouseThis is a national clearinghouse designed to allocate fuel taxes between multiple states for motor carrier activities across jurisdictional lines, in accordance with the International Fuel Tax Agreement.
IRP ClearinghouseThis is a registration reciprocity agreement among jurisdictions in the United States and Canada which provides for payment of license fees on the basis of fleet miles operated in various jurisdictions.
Other States Credentials Admin and Safety SystemsCredentials Administration and Safety Systems of the surrounding states, including Alabama and Georgia.
Safestat DatabaseSafeStat (Motor Carrier Safety Status Measurement System) is an automated, data driven analysis system designed by the Federal Motor Carrier Safety Administration (FMCSA). SafeStat combines current and historical carrier-based safety performance information to measure the relative (peer-to-peer) safety fitness of interstate commercial motor carriers and intrastate commercial motor carriers that transport hazardous materials. This information includes Federal and State data on crashes, roadside inspections, on-site compliance review results and enforcement history. SafeStat enables FMCSA to quantify and monitor the safety status of individual motor carriers on a monthly basis and thereby focus enforcement resources on carriers posing the greatest potential safety risk.
Safety And Fitness Electronic Report (SAFER)An on-line system that will be available to users over a nationwide data network which will return a standard carrier safety fitness record to the requester within a few seconds.
Single State Registration System (SSRS)Registration System for the State of Florida through central DMV
Commercial Vehicle Check
CVO Pre-Pass SitesPrePass is a nationwide AVI system that allows participating transponder equipped CVO to bypass designated weigh stations and port-of entry facilities.
FDOT Scales and Inspection FacilitiesIncludes static scales and weigh-in-motion facilities that are or will be equipped with ITS electronic clearance and safety inspection equipment.
Florida Department of Agriculture Interdiction StationsThese stations inspect vehicles carrying agricultural products. They exist in District 1 and District 2, and one is planned for FDOT Districts. They do: 1) Agricultural Inspection, 2) Revenue Inspection (copy all bills of lading and send to a revenue database, and determine if additional taxes are due).
Emergency Management
911 Emergency Call CentersRepresents the various county and local call taker systems that handle 911 calls. This includes the FHP, county sheriffs, and many local police call taker systems. It also includes E911 systems.
City of Tallahassee/FDOT RTMCRepresents the Regional Transportation Management Center (RTMC) in Tallahassee. The RTMC includes both the City of Tallahassee Advanced Traffic Management System (ATMS) and the FDOT District 3 Freeway Management System (FMS).
County EOCs/Warning PointsGeneric element representing county emergency operation centers (EOCs). The county EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around the county. It is the lead organization in coordinating disaster response from a municipal level to state and federal. Recovery planning and financial assistance from the State of Florida and FEMA are established through the EOC.
County Fire EMS/Rescue DispatchGeneric element representing county fire and rescue dispatch centers. In some counties, this may include dispatching volunteer departments and EMS. The dispatch center provides call taking, communications, and dispatch functions. Note that there are multiple fire districts in some counties. In these cases, there is an overall county-wide dispatch operation that dispatches ambulances and other assets and independent dispatch operations for each of the other districts in the county.
County Sheriff DispatchGeneric element representing the county sheriff dispatch center. The dispatch center provides call taking, communications, and dispatch functions.
FDLE HeadquartersRepresents the Florida Department of Law Enforcement Office in Tallahassee that originates Amber Alerts.
FDOT District 1 I-75 Traffic Satellite CenterThe FDOT I-75 Satellite center monitors CCTV, HAR, RWIS and DMS in Manatee and Sarasota counties along I-75. The I-75 Satellite Center is co-located with the Manatee-Sarasota Regional TMC. Note that servers for the I-75 Satellite Center are located at the FDOT SWIFT Center in Fort Myers, which also takes over operations in Manatee and Sarasota Counties on nights and weekends.
FDOT District 2 RTMCRepresents the Regional Transportation Management Center (RTMC) for FDOT District 2.
FDOT District 3 Chipley STMCRepresents the FDOT District 3 Satellite Transportation Management Center (TMC) in Chipley, which operates highway in the central portion of District 3.
FDOT District 3 Pensacola RTMCThis operations center provides traffic management services covering the city of Pensacola, Escambia County, and Santa Rosa County. Other colocated stakeholders include FHP, MCCO, City of Gulf Breeze, and City of Milton.
FDOT District 4 FMSRepresents the Freeway Management System operated at the FDOT District 4 RTMC.
FDOT District 5 RTMCThe regional traffic management center that manages major roadways for Florida DOT in District 5 and interstates around Florida that are not monitored by other systems. This staffed center provides key traffic monitoring and motorist information systems for roadways (and bridges) in District 5 and around the state. It provides incident management for both planned (e.g. major sporting events) and unplanned incidents (e.g. major weather events)
FDOT District 6 SunGuide Transportation Management CenterThis facility operates the SunGuide system along I-95 in Miami-Dade County.
FDOT District 7 Tampa Bay SunGuide CenterThe RTMC provides regional traffic management for interstates, expressways, and other limited access facilities in the District 7 region. It also provides a central data collection and repository function (the "Regional Planning Subsystem") for the district 7 region. Co-located with FDOT D7, FDOT EOC, and FHP Dispatch.
FDOT District Emergency Operations CentersEach FDOT District, including Turnpike, includes an Emergency Operations Center that is activated for major incidents/emergencies.
FDOT District Transportation Management CentersThis element represents the various traffic management centers operated or maintained, either jointly by itself, the FDOT Districts.
FDOT MCCORepresents the various registration, safety, and compliance systems used by the FDOT Motor Carrier Compliance Office.
FDOT Statewide Transportation EOC (TEOC)FDOT's Statewide Emergency Operations Center located in Tallahassee, which is staffed only during emergencies by representatives of all allied responding agencies.
FHP Regional DispatchRepresents the regional dispatch centers for the Florida Highway Patrol. The dispatch centers provide call taking, communications, and dispatch functions.
Florida Highway Patrol VehiclesRepresents the ITS-devices (i.e., mobile data terminals) onboard the vehicles that are owned by the state and operated by the Florida Highway Patrol.
Florida Statewide EOC/Warning Point (SEOC)The state emergency operations center, located in Tallahassee that provides central command and control during major emergencies in the state of Florida. Serves as an information clearinghouse for disaster-related information. Includes a regional database containing the evacuation routes for the regional area. Includes basic primary and secondary route information.
Florida Transit SystemsRepresents the various transit operators and systems, both fixed-route and paratransit, in the State of Florida.
FTE Operations Center (Pompano)This regional TMC will manage Floridas Turnpike Enterprise operations in South Florida and will be staffed by both FTE and Florida Highway Patrol personnel.
FTE Operations Center (Turkey Lake)This Turnpike Enterprise operations center is located at Turkey Lake and manages Turnpike operations in the northern portion of the turnpike system. This regional TMC is staffed by both FDOT Turnpike and Florida Highway Patrol personnel.
Local EOCsGeneric element representing municipal and local emergency operation centers (EOCs). The Local EOC provides a coordinating point for the effective management of local emergencies to catastrophic events in and around a metropolitan area. It is the lead organization in coordinating disaster response from a municipal level to state and federal.
Local Fire/EMS DispatchGeneric element representing the local and municipal Fire Rescue and EMS dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Local Police DispatchGeneric element representing the local and municipal police dispatch centers. The dispatch center provides call taking, communications, and dispatch functions.
Other FDOT District EOCsRepresents other FDOT District Emergency Operations Centers (EOCs).
Other FHP Regional DispatchesRepresents FHP Troops other than the one in a specific region. This element is used to identify interfaces from one FHP troop to another.
Other Public Safety Communications and Dispatch CentersThis element represents the connection to other state (FHP and FDLE), County (Sheriff and Fire Rescue), and Local (municipal police and fire departments) law enforcement, fire, and EMS call taker and dispatch centers. It may include campus law enforcement providers, volunteer fire/rescue departments, federal law enforcement agencies, federal homeland security agencies, and other centers established for major incidents. This element is used in the architecture to show a consistent interface for the exchange of data between public safety systems that supports incident notification, hand-offs, resource coordination, and incident response coordination. Communication between these centers uses a mesh topology - any emergency management center can communicate directly with any other emergency management center. Note that this element also represents interfaces to emergency management centers in adjacent jurisdictions that also coordinate during major incidents.
Other States Emergency Operations CentersRepresents Emergency Operations Centers (EOCs) operating in other states.
Regional HAZMAT TeamRepresents regional HAZMAT response teams. May consist of local, county and/or FDOT public safety responders.
School District Transportation DispatchRepresents the dispatch systems that manage school bus fleets. General ITS capabilities are included here, omitting fare management capabilities, but with increased emphasis on vehicle location and status tracking, associated security and safety systems, and the positive identification of students on the buses.

Other Public Safety Law Enforcement VehiclesRepresents the ITS-devices (i.e., mobile data terminals) onboard the vehicles that are owned and operated by other miscellaneous law enforcement agencies, such as campus or federal law enforcement agencies.
Emissions Management
FDOT District 1 SWIFT CenterThe Southwest Inter-agency Facilities for Transportation (SWIFT) Center, located in Fort Myers, is FDOT's primary TMC in District 1. The SWIFT Center controls CCTV, DMS, HAR, and RWIS in District 1, primarily along I-75. In addition, the SWIFT Center serves as a backup for the I-75 Satellite Center in Manatee County and operates the I-75 Satellite Center systems on nights and weekends.
Florida DEP Air Quality Management SystemThis planned system would be administered by the Department of Environmental Protection and monitor air quality so that surface transportation-related air quality issues can be studied and managed.
Fleet and Freight Management
CHEMTRECCHEMTREC (CHEMical TRansportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials.
Private Fleet Vehicle Dispatch SystemsCharter bus fleets, major truck fleet operators, taxi services, limo services, etc. that operate in Florida. Note that the dispatch may actually be outside the state.
Sensitive Materials Carriers DispatchDispatch systems of carriers and transporters of hazardous materials (HAZMAT).
Information Service Provider
County and City Public Information SystemGeneric element representing the public information office systems that are operated by county and local governments. They provide information on road closures and other important traveler information in the region.
County Emergency Broadcast SystemsGeneric element representing information systems used to disseminate emergency information, including evacuation routes. Such systems may include sirens, telephone numbers and web sites.
FDOT Central Office Public Information Office SystemsSystems operated by the public information office that provide long-range traveler information, such as road construction advisories, to the media, other organizations, and travelers in the Central Office. The information provided may include planned closures, maintenance activities, and other non-real time travel advisories.
FDOT District 1 Public Information Office SystemsSystems operated by the public information office that provide long-range traveler information, such as road construction advisories, to the media, other organizations, and travelers in District 1. They provide real-time and planned traveler information in the region through a variety of methods, including web sites, interactive telephone systems, pagers, etc.
Private Sector Traveler Information ServicesPrivate Information Service Providers of traveler information. e.g. SmartGuide, SmartRoutes, Shadow Traffic, MetroNetworks, TraffiCenter, etc...
Regional Advanced Traveler Information SystemRepresents the various 511 and other regional advanced traveler information systems in the State of Florida.
Sensitive Materials Carriers Information ProviderPrivate Information service provider. Responsible for collecting HAZMAT laden and information from commercial vehicle carriers, receiving spill and emergency notifications from HAZMAT vehicles in distress, and coordinating with public safety agencies in the event of a HAZMAT incident.
Maintenance and Construction Management
City of Tallahassee/FDOT RTMCRepresents the Regional Transportation Management Center (RTMC) in Tallahassee. The RTMC includes both the City of Tallahassee Advanced Traffic Management System (ATMS) and the FDOT District 3 Freeway Management System (FMS).
County and City Public Information SystemGeneric element representing the public information office systems that are operated by county and local governments. They provide information on road closures and other important traveler information in the region.
County and City Roadway Maintenance and Construction SystemsGeneric element representing the road maintenance and construction systems operating in the region. This includes local, municipal and county maintenance departments.
FDOT Asset Management CompanyPrivate Maintenance contractor that supports FDOT for the maintenance of interstate 75.
FDOT Central Maintenance One Stop Permitting SystemThis permitting system allows contractors to submit applications for permits.

FTE Maintenance and Construction DispatchesRepresents the maintenance systems and maintenance dispatch for FDOT Turnpike Enterprise. Dispatches maintenance vehicles and equipment for maintaining the road, bridges and ITS equipment owned by the FDOT Turnpike Enterprise.
FTE Operations Center (Pompano)This regional TMC will manage Floridas Turnpike Enterprise operations in South Florida and will be staffed by both FTE and Florida Highway Patrol personnel.

FDOT District Construction and MaintenanceThis system manages construction and maintenance activities for FDOT Districts. It schedules and coordinates road closures, responds to routine and emergency road construction and maintenance requests, and otherwise maintains FDOT-managed roads in FDOT Districts.

This information is used to resolve toll payments between the participating customer service centers. This architecture flow enables "reciprocity" between participating customer service centers.

FDOT District 5 RTMCThe regional traffic management center that manages major roadways for Florida DOT in District 5 and interstates around Florida that are not monitored by other systems. This staffed center provides key traffic monitoring and motorist information systems for roadways (and bridges) in District 5 and around the state. It provides incident management for both planned (e.g. major sporting events) and unplanned incidents (e.g. major weather events)
FDOT District 6 SunGuide Transportation Management CenterThis facility operates the SunGuide system along I-95 in Miami-Dade County.
FDOT Statewide ITS WAN/C2C InfrastructureRepresents the center-to-center (C2C) infrastructure, via the Statewide ITS Wide Area Network (WAN) that connects the Regional Transportation Management Centers (RTMC) and Transportation Management Centers (TMC) operated by FDOT in the State of Florida.

US Coast Guard Drawbridge OperationsMiami-based US Coast Guard determines schedule for bridge openings and closings based on marine traffic and weather conditions. Marine traffic receives information from the Coast Guard on bridge schedules. Bridge tenders working for the FDOT Districts and Counties actually control the raising and lowering of the bridges. Transponders that provide bridge status information (none currently implemented) would provide this information directly to FDOT Districts and other operating agencies.
