Pensacola Bay Bridge Traffic Data Project

Project Description: Project for the Pensacola Bay Bridge to automatically generate the bridge traffic data from the All Electronic Tolling (AET) data and provide it to the City of Pensacola Traffic Signal Operations Center (TSOC).

Project Functional Requirements (Element - Functional Object):

• City of Pensacola Traffic Signal Operations Center (TSOC) - TMC Passive Surveillance
• 01: The center shall collect time stamped vehicle identities from field equipment.
• 02: The center shall correlate the time stamped vehicle identities in order to calculate link travel times and derive other traffic measures.


• Escambia County Bridge Toll Systems - Roadway Toll Collection Support
• 01: The field element shall read data from passing vehicles to support toll payment transactions.
• 02: The field element shall calculate the toll due based on the vehicle characteristics (vehicle size, weight, axle count, etc.) and stored toll prices.
• 03: The field element shall update the stored value after debiting the toll amount and send a record of the transaction to a center.
• 04: The field element shall read the credit identity from the passing vehicle and send that identity and the amount to be debited to a center.


• Escambia County Traffic Signal Operations Center (TSOC) - TMC Passive Surveillance
• 01: The center shall collect time stamped vehicle identities from field equipment.
• 02: The center shall correlate the time stamped vehicle identities in order to calculate link travel times and derive other traffic measures.


• SunPass Customer Service Center - PAC Payment Administration
• 01: The center shall manage toll transactions, including maintaining a log of all transactions and toll pricing structure information.
• 03: The center shall provide secure user account management, providing user access to rules and policies, current billing status, invoices, payments, and mechanisms for review and challenge of the collected data.
• 05: For electronic toll payments requiring financial payment, the center shall process the financial information from ITS roadway payment equipment and manage an interface to a Financial Institution.

• 01: The vehicle shall respond to requests from toll collection equipment for credit identity, stored value card cash, etc.
• 04: The vehicle shall provide an interface with the traveler card / payment instrument carried on-board the vehicle - to exchange identity information and payment transactions.
