Project Functional Requirements (Element - Functional Object):

• City of Tallahassee STMC - TMC Basic Surveillance
• 01: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.
• 02: The center shall monitor, analyze, and distribute traffic images from CCTV systems under remote control of the center.


• City of Tallahassee Traveler Information Website - TIC Data Collection
• 01: The center shall collect, process, and store traffic and highway condition information, including incident information, detours and road closures, event information, recommended routes, and current speeds on specific routes.


• Escambia-Santa Rosa Regional ATMS - TMC Basic Surveillance
• 01: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.
• 02: The center shall monitor, analyze, and distribute traffic images from CCTV systems under remote control of the center.


• FDOT District 3 Chipley RTMC - TMC Basic Surveillance
• 01: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.
• 02: The center shall monitor, analyze, and distribute traffic images from CCTV systems under remote control of the center.


• FDOT District 3 Field Equipment - Roadway Basic Surveillance
• 01: The field element shall collect, process, digitize, and send traffic sensor data (speed, volume, and occupancy) to the center for further analysis and storage, under center control.
• 02: The field element shall collect, process, and send traffic images to the center for further analysis and distribution.
• 04: The field element shall return sensor and CCTV system operational status to the controlling center.


• Florida 511 - TIC Data Collection
• 01: The center shall collect, process, and store traffic and highway condition information, including incident information, detours and road closures, event information, recommended routes, and current speeds on specific routes.

• 01: The center shall disseminate traffic and highway condition information to travelers, including incident information, detours and road closures, event information, recommended routes, and current speeds on specific routes.

Project Operational Concepts:

Roles and Responsibilities

• Private Sector ISPs
• Recives traffic information, travel conditions, incident information and other transportation information and provides the information to the travelling public.


• FDOT CO
• Collect traffic, incident, and transit schedule information from regional agencies, and provide it to the media and private travelers.


• FDOT District 3
• Maintain CCTV cameras throughout FDOT District 3.
• Monitor traffic throughout FDOT District 3 using CCTV cameras.
• Share traffic images with other TMCs in District 3.


• City of Tallahassee
• Provide road network conditions to travelers using local agency traveler information services; the northwest Florida traveler information system; county and city systems; and the media.
• Share traffic images with other TMCs in District 3.


• FDOT D3/City of Tallahassee
• Coordinate with other TMCs in FDOT District 3.
• Obtain traffic images and traffic flow data from the City of Tallahassee field equipment; county and local field equipment; and FDOT District 3 field equipment. Direct operational control is maintained over the City of Tallahassee field equipment only.
