Project Description: This project would deploy the SantaRosa centralized traffic management center that would control traffic signals and other associated traffic management devices for Escambia and Santa Rosa Counties.
2: The center shall select real-time information on the state of the regional transportation system including current traffic and road conditions, weather conditions, transit information, parking information, special event and incident information.
7: The center shall collect, process, and store current and forecast road conditions and surface weather conditions.
1: The center shall disseminate traffic and highway condition information to travelers, including incident information, detours and road closures, event information, recommended routes, and current speeds on specific routes.
4: The center shall disseminate parking information to travelers, including location, availability, and fees.
6: The center shall disseminate weather information to travelers.
9: The center shall provide traffic and incident data to the media.
1: The field element shall collect, process, digitize, and send traffic sensor data (speed, volume, and occupancy) to the center for further analysis and storage, under center control.
2: The field element shall collect, process, and send traffic images to the center for further analysis and distribution.
4: The field element shall return sensor and CCTV system operational status to the controlling center.
6: The field element shall collect, process, and send traffic images to the center for further wrong way vehicle entries analysis and detection.
1: The field element shall include dynamic message signs for dissemination of traffic and other information to drivers, under center control; the DMS may be either those that display variable text messages, or those that have fixed format display(s) (e.g. vehicle restrictions, or lane open/close).
7: The field element shall include devices that receive configuration data from other field element devices, without center control.
1: The center shall exchange traffic information with other traffic management centers including incident information, congestion data, traffic data, signal timing plans, and real-time signal control information.
2: The center shall exchange traffic control information with other traffic management centers to support remote monitoring and control of traffic management devices (e.g. signs, sensors, signals, cameras, etc.).
1: The field element shall communicate with on-board equipment on passing vehicles to collect current vehicle position, speed, and heading and a record of previous events (e.g., starts and stops, link travel times) that can be used to determine current traffic conditions.

1: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.
2: The center shall monitor, analyze, and distribute traffic images from CCTV systems under remote control of the center.
4: The center shall distribute road network conditions data (raw or processed) based on collected and analyzed traffic sensor and surveillance data to other centers.

Perform network surveillance for detection and verification of incidents on county roads, and send traffic/incident information and traffic images to county fire/EMS/sheriff, the FHP, the county EOC, and local fire/EMS/police agencies.
Provide emergency signal preemption for county and local fire/EMS providers.
Provide incident information to travelers using traffic information devices on county roads, and through local ISPs, Web sites, and the local media.
Provide traffic information to travelers using DMS devices owned by Escambia and Santa Rosa counties.
Receive incident information, incident response status, and resource requests from the county EOC/warning points.
Coordinate with other regioal TMCs in the FDOT District 3 region.
Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, the county EOC, local police/fire/EMS agencies, the FHP, and other public safety agencies.
Provides security for CAV communications between vehicles and the roadside.
