This area includes all the roles and responsibilities that have been identified for the Escambia-Santa Rosa EscaRosa Regional TMC project.

Roles and Responsibilities
- Operate vehicle.
- Provide vehicle communication of wrong-way driving, collision warning, and location.
- Counties and Cities
Roles and Responsibilities
- Receives traffic information, travel conditions, incident information and other transportation information and coordinates in transportation management.
- FDOT District 3
Roles and Responsibilities
- Coordinate emergency plans, incident reponses, and resources with county EOCs.
- Coordinate traffic information with regional transportation agencies.
- Escambia County Transportation and Traffic Operations (TTO)
Roles and Responsibilities
- Obtain traffic images and traffic flow data from its own CCTVs and field sensors, and maintain operational control of its own field equipment.
- Operate traffic signal systems, including CCTVs, signals, and sensors, for Escambia County.
- Provide traffic information to travelers using Escambia County’s DMS devices.
- Santa Rosa County
Roles and Responsibilities
- Coordinate emergency plans, incident responses, and resources with the county EOC.
- Coordinate traffic information and traffic control with the FDOT District 3 regional transportation management center (RTMC).
- Operate traffic signal systems, including CCTVs, signals, and sensors, for Santa Rosa and Escambia Counties. Also has the ability to control traffic signal systems for Escambia and Santa Rosa countie
- Perform network surveillance for detection and verification of incidents on county roads, and send traffic/incident information and traffic images to county fire/EMS/sheriff, the FHP, the county EOC, and local fire/EMS/police agencies.
- Provide emergency signal preemption for county and local fire/EMS providers.
- Provide incident information to travelers using traffic information devices on county roads, and through local ISPs, Web sites, and the local media.
- Provide traffic information to travelers using DMS devices owned by Escambia and Santa Rosa counties.
- Receive incident information, incident response status, and resource requests from the county EOC/warning points.
- Escambia-Santa Rosa Region Stakeholders
Roles and Responsibilities
- Coordinate with other regioal TMCs in the FDOT District 3 region.
- Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, the county EOC, local police/fire/EMS agencies, the FHP, and other public safety agencies.
- Provides security for CAV communications between vehicles and the roadside.
