Escambia County Area Transit
Description: Escambia County Area Transit (ECAT) provides public transportation throughout the Escambia County area including Pensacola Beach. Included in the mass transportation system is fixed–route bus service, ADA paratransit service, seasonal Pensacola Beach trolley service for the Santa Rosa Island Authority, and University of West Florida (UWF) on–campus trolley service.

ECAT CAD/AVL Roles and Responsibilities
- Provide fixed-route bus service for the FDOT District 3 region.
- Provide operator instructions and receive schedule performance from transit vehicles while in service.
- Track and evaluate schedule performance on all ECAT buses and trolleys.
- Provide automated transit maintenance scheduling for all ECAT transit vehicles using automated vehicle conditions reporting.

- Receive road network conditions from regional traffic management agencies.
Parking Management for Western Florida Regional ITS Architecture - FDOT District 3 (Copy 1)
- Receive parking lot input from Escambia County Parking Management System.
Transit Management for Western Florida Regional ITS Architecture - FDOT District 3
- Provide fixed-route bus service for the FDOT District 3 region.
- Provide operator instructions and receive schedule performance from transit vehicles while in service.
- Coordinate a transit security breach with local police and the county sheriff.
- Coordinate emergency plans with county EOCs, and provide emergency transit services for evacuations, fires, and disasters, including reentry services.
- Provide transit incident information to local agency traveler information services, the FDOT statewide ATIS, and private ISPs.
- Provide transit passenger electronic fare payment on all fixed-route transit vehicles.
- Provide transit schedule and fare information to local agency traveler information services, the FDOT statewide ATIS, and private ISPs.
- Coordinate multimodal connections for fixed-route transit vehicles with other regional transit agencies and multimodal service providers, including airports.
- Provide transit security on all transit vehicles, and at transit terminals and other transit facilities, using silent alarms and surveillance systems.
- Provide transit traveler information to local agency traveler information services, the FDOT statewide ATIS, and private traveler information services, as well as making it available on all fixed-route buses and trolleys, and at transit station kiosks.
- Receive road network conditions from regional traffic management agencies.
- Receive work zone information and road network status from regional maintenance and construction agencies.
- Track and evaluate schedule performance on all ECAT buses and trolleys.
- Obtain traffic signal priority from the cities of Gulf Breeze and Pensacola, as well as Escambia County and the FDOT District 3 Escambia/Santa Rosa RTMC using the respective roadside field equipment for all ECAT transit vehicles.
- Provide automated transit maintenance scheduling for all ECAT transit vehicles using automated vehicle conditions reporting.
