Roles and Responsibilities
- Coordinate emergency response with the county EOCs, local police, and the county sheriff.
- Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, the county EOC, local police/fire/EMS agencies, and other public safety agencies.
- Coordinate response to incidents with the FDOT District 3 Road Rangers Service Patrols operated by the FDOT.
- Dispatch FHP vehicles to incidents in the jurisdiction
- Participate in incident response, coordination, and reporting for the regional incident and mutual aid network.
- Perform incident detection and verification for the highways in cities of the region.
- Provide enforcement of transit fare violations for regional transit agencies.
- Provide incident information to the FDOT District 3 traffic, maintenance, and construction agencies, as well as regional ISPs.
- Provide mayday support using call boxes on FDOT roads.
- Receive AMBER Alert and other wide area alert information from the county EOC.
- Receive early warning information and threat information from the county EOC.
- Receive HAZMAT spill notifications from private commercial fleets and coordinate recovery efforts.
- Respond to transit emergencies/alarms on transit vehicles or at transit facilities for StarMetro, ECAT transit operations, Bay County transit operations, and school buses.
- Support the coordination of regional emergency plans; evacuation and reentry plans; and disaster management plans.
- County Emergency Management Agencies
Roles and Responsibilities
- Coordinate emergency and evacuation plans with regional emergency management providers.
- Coordinate emergency and evacuation plans with regional traffic management providers.
- Coordinate emergency plans and maintenance resources with local maintenance and construction agencies.
- Coordinate emergency plans, emergency transit schedules, and the status of emergency transit systems with local transit agencies.
- Coordinate incident and threat information (as part of an early warning system) with RTMCs; regional emergency management agencies; regional maintenance and construction agencies; regional transit agencies; and regional ISPs.
- Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, the county EOC, local police/fire/EMS agencies, the FHP, and other public safety agencies.
- Coordinate wide area alert notifications with regional traffic management agencies; regional emergency management agencies; regional maintenance and construction agencies; and the transit agencies.
- Develop and coordinate county/regional emergency plans; evacuation and reentry plans; and disaster management plans with regional emergency management agencies; traffic management agencies; transit management agencies; and maintenance and construction age
- Operate the county EOC, including incident coordination with regional emergency management providers.
- Participate in incident response, coordination, and reporting for the regional incident and mutual aid network.
- Provide evacuation and incident information to regional ISPs and the media for travelers in the region.
- FDOT CO
Roles and Responsibilities
- Coordinate distribution of alert information for wide area alerts to all FDOT departments (e.g., traffic, maintenance, etc.).
- Coordinate emergency and evacuation plans with the county EOC.
- Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, county EOC, local police/fire/EMS agencies, the FHP, and other public safety agencies.
- Develop and coordinate regional emergency plans; evacuation and reentry plans; and disaster management plans with FDOT District 3 and other Districts, and provide this information to regional traveler ISPs.
- Monitor secure area sensors and report alert notifications to all FDOT District 3 TMCs who, in turn, forward the information to the FDOT District 3 construction and maintenance systems; the FDOT statewide ATIS; and control barrier systems on the roadway.
- Participate in incident response, coordination, and reporting for the regional incident and mutual aid network.
- Provide the dispatch of and suggest route information to the FDOT District 3 Road Rangers Service Patrols operated by the FHP.
- Provide threat information to regional emergency management providers and regional traffic agencies.
- Regional Public Safety Agencies
Roles and Responsibilities
- Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, the county EOC, local police/fire/EMS agencies, the FHP, and other public safety agencies.
- Participate in incident response, coordination, and reporting for the regional incident and mutual aid network.
- Receive emergency calls for incidents within jurisdictions of the 911 center. Coordinate incident response with local public safety agencies, including the police/fire/EMS agencies, the sheriff, and the FHP.
- Florida Department of Law Enforcement
Roles and Responsibilities
- Originate AMBER Alerts in the State of Florida. Coordinate AMBER Alert information and alert status to regional emergency management agencies, such as the police and county sheriff. Provide AMBER Alert information to the RTMCs.
- County Public Safety Agencies - Fire/EMS
Roles and Responsibilities
- Coordinate emergency response with county EOCs and local fire/EMS agencies.
- Coordinate incident response and incident reports with the county sheriff, county EOC, FHP, local fire/EMS agencies, local police, and other public safety agencies.
- Coordinate with regional medical centers regarding the status of a care facility, as well as patient status en route to the medical center.
- Dispatch county fire and EMS vehicles to incidents in the region.
- Participate in incident response, coordination, and reporting for the regional incident and mutual aid network.
- Receive AMBER Alert and other wide area alert information from the county EOC.
- Receive early warning information and threat information from the county EOC.
- Receive emergency vehicle preemption from Bay County; the City of Tallahassee; county and local TMCs; and signals owned and operated by the FDOT District 3 RTMCs.
- Suggest routes to fire/EMS vehicles in response to emergencies and track EMS vehicles to incidents.
