FTE I-4 FRAME

Project Description: This project is a regional integrated corridor management system that will be implemented from the Central Business District in Tampa along I–4 to the Florida Turnpike in southwest Orlando. The project will cover 77 miles of I–4 and 122 miles of limited access facilities or signalized arterials in the region. This system will be interacting with 491 traffic signals that are currently being hosted by the local agencies on a variety of platforms. Local agencies within District 7 that will be participating in the operations of this system include Hillsborough County.

Project Functional Requirements (Element - Functional Object):

911 Emergency Call Centers - Emergency Response Management

1: The center shall provide strategic emergency response capabilities provided by an Emergency Operations Center for large-scale incidents and disasters.
12: The center shall provide information to the media concerning the status of an emergency response.
16: The center shall provide the capability to communicate information about emergency situations to local population through the Emergency Telecommunications System.
2: The center shall manage coordinated inter-agency responses to and recovery from large-scale emergencies. Such agencies include traffic management, transit, maintenance and construction management, rail operations, and other emergency management agencies.
5: The center shall track the availability of resources and coordinate resource sharing with allied agency centers including traffic, maintenance, or other emergency centers.
6: The center shall allocate the appropriate emergency services, resources, and vehicle (s) to respond to incidents, and shall provide the capability to override the current allocation to suit the special needs of a current incident.

CAV Authorizing Center - Center Permission Management

1: The Center shall manage the device permission request process on behalf of the devices it manages.
2: The Center shall acquire device identification information from ITS Objects it manages.
3: The Center shall request permissions for ITS Objects it manages from a center authorized to manage those permissions.
4: The Center shall request permissions for itself from a center authorized to manage those permissions.
5: The Center shall maintain the status of ITS Object permission requests.
6: The Center shall notify the ITS Object of the status of its permission request.
7: The Center shall accept permissions requests from ITS Object.

CAV Authorizing Center - Core Authorization

1: The Center shall provide valid user permission information to the CCMS
