Project Description: The FDOT Commercial Vehicle Operations (CVO) Highly Compliant Carriers Bypass will allow carriers with highly compliant records to bypass scales and inspection facilities based on their records.

The message may be sent to the on-board equipment in the commercial vehicle or transmitted to the driver using equipment such as dynamic message signs, red-green lights, flashing signs, etc.

Project Operational Concepts:

Roles and Responsibilities

• FHP
• Enforces commercial vehicle regulations.
• Provide incident reports to county fire/EMS agencies, the MCCO, Floridas SEOC, local fire/EMS agencies, and regional HAZMAT teams for response to HAZMAT emergencies.
• Provides supplemental inspection services such as expedited brake inspections, the use of operator hand-held devices, mobile screening sites, and on-board safety database access.

• Allows participating transponder equipped CVO to bypass designated weigh stations and port-of entry facilities.
• Collects information from the commercial vehicle credentialing and tax systems to generate portions of the interstate carrier, vehicle, and driver snapshots and reports for exchange within the state (e.g., to roadside sites) and with the SAFER system.
• Issues commercial vehicle licenses, vehicle registrations, and administers fuel taxes for Florida-based commercial vehicles.
