This area includes all the roles and responsibilities that have been identified for the Bay County ATMS System Upgrade project.

- Florida Highway Patrol
Roles and Responsibilities
- Coordinate FHP public safety resources for incident response with regional traffic agencies, including the FDOT, and county and city agencies.
- Participate in incident response, coordination, and reporting for the regional incident and mutual aid network.
- Local Media
Roles and Responsibilities
- Collect traffic information, travel conditions, incident information and other transportation information and provides the information to the travelling public.
- County School Districts
Roles and Responsibilities
- Distribute environmental data to TMCs; regional emergency management agencies; regional transit agencies; and county and city maintenance systems.
- Share traffic images with regional TMCs.
- Counties and Cities
Roles and Responsibilities
- Distribute environmental data to private weather providers; TMCs; regional emergency management agencies; regional transit agencies; and county and city maintenance systems.
- Regional Public Safety Agencies
Roles and Responsibilities
- Receive emergency calls for incidents within jurisdictions of the 911 center. Coordinate incident response and dispatch with county and local public safety agencies, including police/fire/EMS agencies, the sheriff, and the FHP.

- Coordinate incident response and incident reports with local police/ fire/EMS agencies,TMCs and other public safety agencies.
- County Public Safety Agencies
Roles and Responsibilities
- Coordinate incident response and incident reports with the county sheriff, county fire/EMS agencies, the county EOC, local police/fire/EMS agencies, the FHP, and other public safety agencies.
- FDOT District 3
Roles and Responsibilities
- Coordinate traffic information with regional transportation agencies.
- Monitor traffic throughout FDOT District 3 using CCTV cameras.
- Share road weather data with other traffic agencies and public safety agencies.
- Bay County Department of Public Works
Roles and Responsibilities
- Collect vehicle probe information from field equipment on Bay County roadways.
- Coordinate traffic information with allied agencies through the FDOT Rural ITS Deployment.
- Obtain traffic images and traffic flow data from CCTVs and field sensors.
- Operate traffic signal systems, including CCTVs, signals, and sensors, for Bay County.
- Bay County Transit
Roles and Responsibilities
- Request transit signal priority for transit vehicles.
