Roles and Responsibilities
- Collect traffic information; incident information; multimodal information; maintenance and construction information; work zone information; and weather information, and provide it to the public via Florida 511 and private sector information providers
- Provide parking information to commercial vehicle drivers via roadside signage, as well as through smartphone applications or websites.
- Florida Highway Safety and Motor Vehicles
Roles and Responsibilities
- Allows participating transponder equipped CVO to bypass designated weigh stations and port-of entry facilities.
- Collects information from the commercial vehicle credentialing and tax systems to generate portions of the interstate carrier, vehicle, and driver snapshots and reports for exchange within the state (e.g., to roadside sites) and with the SAFER system.
- Issues commercial vehicle licenses, vehicle registrations, and administers fuel taxes for Florida-based commercial vehicles.
- Provides information on a carriers International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA).

- Issues oversize/overweight vehicle permits for roads within county and city jurisdictions.
- Regional Public Safety Agencies
Roles and Responsibilities
- Coordinate incident responses for HAZMAT spills with county fire/EMS and/or local fire/EMS agencies; the FHP; Floridas SEOC, and the MCCO.
- Receive HAZMAT spill notifications from private commercial fleets.
- Airport Authorities
Roles and Responsibilities
- Provides regional airport data exchange with ITS systems for the efficient movement of people across multiple transportation modes.
- Florida Department of Agriculture and Consumer Services
Roles and Responsibilities
- Collects and stores written reports of the agricultural inspections performed by the state of Florida.
- Coordinate with FDACS inspectors regarding all agricultural inspections.
- Coordinate with the FDACS AGPass program, and the Florida Department of Revenues (FDOR) database for accident reports, violation notifications, and safety status information.
- Inspects vehicles carrying agricultural products.
- Performs Agricultural Inspection, and Revenue Inspection (copy all bills of lading and send to a revenue database, and determine if additional taxes are due).
- Provides administrative functions to allow commercial vehicles participating in the PrePass program that do not haul agricultural products or livestock to bypass Interdiction Stations.
- FDOT State Maintenance Office
Roles and Responsibilities
- Collects current road restrictions.
- Issues oversize and overweight permits for commercial vehicles.
- Operate FDOT Scales and Inspection Facilities, including static scales and weigh-in-motion facilities that are or will be equipped with ITS electronic clearance and safety inspection equipment.
- Provides information on permits that have been issued to improve highway safety and operating efficiency.
- Provides permit information to all patrol vehicles.
- Provides supplemental inspection services such as expedited brake inspections, the use of operator hand-held devices, mobile screening sites, on-board safety database access, and the enrollment of vehicles and carriers in the electronic clearance program.

- Facilitates the electronic exchange and reconciliation of registration information and fees among jurisdictions under the International Registration Plan (the Plan).
- Provides for payment of license fees on the basis of fleet miles operated in various jurisdictions under a registration reciprocity agreement among jurisdictions in the United States and Canada.

Roles and Responsibilities
- Collects, stores and makes available fuel tax information supporting the allocation of fuel taxes between multiple states for motor carrier activities across jurisdictional lines, in accordance with the International Fuel Tax Agreement.
- Florida Port Council
Roles and Responsibilities
- Provides marine port and terminal port data exchange with ITS systems for the efficient movement of people across multiple transportation modes.
- FMCSA
Roles and Responsibilities
- Combines current and historical carrier-based safety performance information to measure the relative (peer-to-peer) safety fitness of interstate commercial motor carriers and intrastate commercial motor carriers that transport hazardous materials.
- Enables FMCSA to quantify and monitor the safety status of individual motor carriers on a monthly basis and thereby focus enforcement resources on carriers posing the greatest potential safety risk.
