The District 4/6 Regional ITS Architecture (RITSA) has been developed based on the input of stakeholders, encompassing tolling, traffic, public safety, and other operating agencies at the local, state, and national levels. The stakeholder list includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation and electronic tolling systems.

The District 4/6 RITSA uses Stakeholder Groups to reduce the complexity of the Architecture. Grouped stakeholders are indicated with the .
