Regional SmartCard Project

Project Description: Development of a single regional SmartCard that would work for all transit agencies in the region.

• County Sheriff Dispatch - PAC Payment Administration
• 10: The center shall receive transit traveler payment violation information.


• HART Transit Operations - Transit Center Fare Management
• 1: The center shall manage the actual value of transit fares for each segment of each regular transit route, including the transmission of the information to transit vehicles and transit stops or stations.
• 4: The center shall support the payment of transit fare transactions using data provided by the traveler cards / payment instruments.


• HART Transit Vehicles - Transit Vehicle On-Board Fare Management
• 1: The transit vehicle shall read data from the traveler card / payment instrument presented by boarding passengers.


• Local Police Dispatch - PAC Payment Administration
• 10: The center shall receive transit traveler payment violation information.
• 7: The center shall manage the details of toll payment violations based on vehicle information from the ITS roadway payment equipment, registration information from the Department of Motor Vehicles, invalid payment information from a Financial Institution, and previous violation information stored locally, and report such violations to appropriate law enforcement agencies.


• PCPT Dispatch Center - Transit Center Fare Management
• 1: The center shall manage the actual value of transit fares for each segment of each regular transit route, including the transmission of the information to transit vehicles and transit stops or stations.
• 4: The center shall support the payment of transit fare transactions using data provided by the traveler cards / payment instruments.


• PCPT Transit Vehicles - Transit Vehicle On-Board Fare Management
• 1: The transit vehicle shall read data from the traveler card / payment instrument presented by boarding passengers.


• PSTA Transit Management Center - Transit Center Fare Management
• 1: The center shall manage the actual value of transit fares for each segment of each regular transit route, including the transmission of the information to transit vehicles and transit stops or stations.
• 4: The center shall support the payment of transit fare transactions using data provided by the traveler cards / payment instruments.


• PSTA Transit Vehicles - Transit Vehicle On-Board Fare Management
• 1: The transit vehicle shall read data from the traveler card / payment instrument presented by boarding passengers.


• Transit Kiosks - Traveler Fare Management
• 1: The public interface for travelers shall accept and process current transit passenger fare collection information.
• 2: The public interface for travelers shall calculate a fare based on the origin and destination provided by the traveler, in conjunction with transit routing, transit fare category, and transit user history.
• 3: The public interface for travelers shall provide an interface to a transit user traveler card in support of payment for transit fares, tolls, and/or parking lot charges. The stored credit value data from the card shall be collected and updated based on the fare or other charges, or the credit identity shall be collected.
