Collier County ITS Integrate/Standardize Network Communication
Project Description: This project will standardize the managed field ethernet switches across Collier County and the City of Naples. The fiber optic communication network will be reconfigured to increase the reliability of the ATMS by adding redundancy.
1: The center shall exchange traffic information with other traffic management centers including incident information, congestion data, traffic data, signal timing plans, and real-time signal control information.
1: The field element shall collect, process, digitize, and send traffic sensor data (speed, volume, and occupancy) to the center for further analysis and storage, under center control.
1: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.
2: The center shall monitor, analyze, and distribute traffic images from CCTV systems under remote control of the center.
1: The center shall exchange traffic information with other traffic management centers including incident information, congestion data, traffic data, signal timing plans, and real-time signal control information.
2: The center shall exchange traffic control information with other traffic management centers to support remote monitoring and control of traffic management devices (e.g. signs, sensors, signals, cameras, etc.).

1: The field element shall include dynamic message signs for dissemination of traffic and other information to drivers, under center control; the DMS may be either those that display variable text messages, or those that have fixed format display(s) (e.g. vehicle restrictions, or lane open/close).
3: The field element shall provide operational status for the driver information systems equipment (DMS, HAR, etc.) to the center.
22: The center shall provide the capability to remotely monitor CCTV systems normally operated by a traffic management center.
23: The center shall provide the capability to remotely monitor CCTV systems normally operated by a traffic management center.
24: The center shall provide the capability to remotely monitor CCTV systems operated by a traffic management center.
5: The center shall track the availability of resources and coordinate resource sharing with allied agency centers including traffic, maintenance, or other emergency centers.

Operate the county EOCs/warning points, including incident coordination with regional emergency management providers.
Collect traffic, incident, transit schedule, and weather information, and provide it to the media and private travelers.
Coordinate CCTV images with county and city TMCs
Coordinate traffic information and traffic control with county TMCs in District 1
Coordinate traffic information and traffic control with other FDOT District TMCs.
Coordinate traffic information with county and local TMCs.
Monitor traffic images and traffic flow data through CCTVs and field sensors, and maintain operational control of its own field equipment.
Operate and coordinate traffic control devices, traffic sensors, and CCTVs on FDOT freeways, including the ability to control traffic on overflow ramps.
Provide emergency signal preemption for county fire/EMS agencies.
Provide emergency signal preemption for local fire/EMS agencies.
Provide traffic information to travelers using the Florida 511 system, private companies, the southwest Florida traveler information system, and the media.
Coordinate traffic information and traffic control with the FDOT; the City of Marco Island traffic control system (TCS); the City of Naples TMS; county and local TCSs; and Lee County and city TMSs.
Coordinate traffic information with FDOT District 1.
Monitor traffic images and traffic flow data through CCTVs and field sensors, and maintain operational control of its own field equipment.
Operate traffic signal systems for Collier County.
Perform network surveillance for detection and verification of incidents on county roads, and send traffic/incident information and traffic images to county fire, EMS, and sheriff's offices; regional EOCs; and local fire, EMS, and police agencies
Provide emergency signal preemption for county fire and county EMS agencies for signals at Fire/EMS stations
Provide emergency signal preemption for local fire/EMS agencies.
